I refer to your request dated 21^st January 2020 under the Freedom of
Information Act asking to supply the following information:

Please can I have the pedestrian footfall reports for Bradford City centre
from 2010 to 2019.

The Council’s response is set out below:

Bradford Metropolitan District Council has not undertaken any footfall
counts recently however we may be able to provide you with some historical
figures dating back to approximately three years ago. These would be
classed as a ‘chargeable service’ and colleagues in Planning have advised
this would cost £125 for the first one and £75 for additional counts.

Please could you advise if you would like to proceed with this and I can
ask colleagues to assist you? They would need to know whereabouts in the
City Centre you require the information for.

In 2019 the Council in partnership with Bradford BID installed five new
cameras to capture footfall figures.  These cameras are in addition to the
one installed on Broadway twelve months earlier as a pilot.  The new
cameras have been live since November 2019 and will enable the provision
of accurate/consistence reporting.  We do not have accurate historical
data to compare the total figures.

In accordance with the Freedom of Information Act, if you are not
satisfied with the reply to your request you can ask for a review. A

Dear Freedom of Information,

I have one of Bradford Council's footfall reports from 2010, which documents that the council has been performing footfall counts since 1999. The report title is "BRADFORD CITY CENTRE PEDESTRIAN FOOTFALL & FREECITYBUS PATRONAGE", the document also notes the staff member Alison French compiles an alternative report for "sites identified as regeneration hotspots"

Are you now suggesting you've destroyed all the footfall data and are irresponsibly failing to keep track of long term footfall in the city centre from longer than 3 years ago? If so can you clarify when the council decided it was no longer going to track footfall data and who made the decision for this change of policy? Also could you clarify why historic data was destroyed?

Given footfall data is digital data held by councils and funded from local tax payers it is not reasonable to levy charges for it and surely this is not in keeping with the legal requirements under the Freedom of Information Act? Other councils including neighbouring Leeds consider this data to be a public dataset:

hold which are for the period between Oct 2012- Sep 2014 and 1999-2010.
