Disposed vehicles

We're waiting for Rhys Ackerman to read a recent response and update the status.

Dear London Fire Commissioner (London Fire Brigade),

I would like to request a list of all of the vehicles that have been disposed of or left the service within the last 5 years or less. Please could this include the registration plate, fleet number, make and model of vehicle, and when it came into service and left service.

Also if possible could this list include how / where the vehicle was disposedof? Eg. Auction or Export etc

Thank you for your email received on 16th January 2020 in regards to a
list of all of the vehicles that have been disposed of or left the service
within the last 5 years or less.

 

In response, our Fleet team have provided the attached spreadsheet
(attached as excel file: ‘Disposals Feb 2015 - Feb 2020’) that details the
vehicles that have been disposed of/left the service in the last five
years.  As you may be aware, the LFB also publish a fleet list online on
the [1]London Data Store, which can be accessed [2]here.  Due to the
continuing threats to national security, concerns have been raised
regarding the amount of information we have published in our fleet list. 
In this light, we have made a decision to remove the vehicle
registrations, and locations of our fleet, from the list published on the
London Data Store.  As such, I am also unable to provide you with the
vehicle registrations of the disposed vehicles under the FOI act so these
are not included on the attached spreadsheet.

I am writing to request an internal review of London Fire Commissioner (London Fire Brigade)'s handling of my FOI request 'Disposed vehicles'.

My request stated the following:
"Please could this include the registration plate, fleet number, make and model of vehicle, and when it came into service and left service." I understand that Registration Plates can't be supplied due to security reasons. however I also asked for the following, which were not included, nor was there any reason for these not to be included: "fleet number, and when it [ the vehicle ] came into service "

I would appreciate a response or clarification as soon as possible, although i understand that you are very busy at this time.

Jo Fox has passed me your email confirming you would like an internal
review of your Freedom of Information (FOIA)request (our reference:
FOIA4899.1) seeking information about Brigade vehicles subject to
disposal/leaving the service over the last five years. As Head of
Information Management with responsibility for Freedom of Information and
data protection matters, I am responsible for conducting reviews on behalf
of the Brigade. I am sorry for the short delay in beng able to respond to
you. 

 

In your original request you asked: 

 

“I would like to request a list of all of the vehicles that have been
disposed of or left the service within the last 5 years or less. Please
could this include the registration plate, fleet number, make and model of
vehicle, and when it came into service and left service. Also if possible
could this list include how / where the vehicle was disposed of? Eg.
Auction or Export etc.”

 

Mr Carter responded on behalf of the Brigade on 13 February2020. He
explained that the Brigade publishes a fleet list on the London Datastore
here –

referred you to this. However, we recently made changes to the information
we publish in this list. There were concerns raised about the some of the
information that was published. Due to the continued opportunities for
crime, including national security threat levels, we have removed vehicle
registration numbers and locations of vehicles in our fleet.  Our view is
that this information is exempt from disclosure under the FOI Act under
section 31(1)(a) – Law enforcement. Section 31 is a qualified exemption
and we must consider the public interests for and against disclosure.  Our
view is that it is the case that the LFB appliances are potential targets
for crime and the loss of equipment prevents the LFB from carrying out its
public safety duties. It is also possible, with the right information, to
‘clone’ fire appliances for potential use in acts of crime. I am,
therefore, of the view that it is in the public interest not to disclose
the vehicle registration numbers of the vehicles in the LFB fleet. 

 

In our response on 13 February 2020, we provided you with information in
Excel format (File name – ‘Disposals Feb 2015 – Feb 2020’)   with the
headings: Make, Model, Type of Vehicle, Disposal date and Disposal to.

 

In your request of 27 March 2020 for the Brigade to review the handling of
your original request, you noted that we could not supply you with vehicle
registration number data, but you asked why other data had not been
included as requested, namely "fleet number, and when it [the vehicle]
came into service " and the fact that there was no “reason for these not
to be included”.

 

I note that the disclosure of 13 February did not provide you with the
full reason for not providing you with the full data you requested. Our
response should have included an explanation of the exemptions under the
FOI Act that we were relying on to withhold any information or any other
reasons, including that the information was, for example, not held. 

 

I have now completed my review and it appears that the missing data about
fleet numbers and when the vehicle came into services was not provided due
to an oversight. I am now able to provide a new list (attached)  which
includes the fleet numbers as you requested for the period February 2015 –
March 2020.  You also asked for the dates when the vehicles concerned came
into service. Unfortunately, this was not recorded so we do not hold the
information you requested. I am sorry that these matters were not
explained to you in our response of 13 February, and that due to an
oversight, you were not supplied with the full information that was
available.

 

This concludes my review. I hope you are satisfied with the outcome.
