Further to our meeting yesterday please find link (https://we.tl/t-UHF0khCQ7Z) to the updated Character
Area Design Code for committee tonight, and the consideration of Condition 14 (c&d).

The changes we have made include:
* Neighbourhood Green was previously mentioned in the Design Code, but we have made
explicitly clear that it is within Character Area A (Lordship Lane), as outlined in the DAS.
* While the Character Area Design Code provides some indicative design ideas for the
Neighbourhood Green, the open space will be delivered in Phase 7 under Character Area B, in
accordance with the outline consent and the approved Phasing Plan.
* The Neighbourhood Green was included in both Character Areas to provide a shared open space
for the phases and to ensure that the layout and design of the two adjacent phases adequately
respond to the proposed Neighbourhood Green, essentially to make sure that the development
did not inadvertently turn its back to the green. Overlapping Character Areas proposed by the
DAS ensure that High Leigh is well integrated and reads as a Garden Village, rather than
piecemeal development of residential development loosely stitched together.
* The DAS envisages that the Neighbourhood Green’s through the Garden Village will be suitable
for a variety of uses (picnics to ball games) and that planting should help define the space but
largely leave it open in nature, with some limited fringe tree planting, and a lower knee rail (rather
than any formal play). Further details are now included in the Design Code.
* As well as the Neighbourhood Green, residents of the first phase will also have access to the
Lord Street open space. The Design Code shows where these connections are.
* Noting that, vibrant communities provide a range of playspace for all ages, in addition to the
requirements of the outline consent, there is an opportunity to provide door step play for younger
children. The buffer along Lord Street and some incidental space around Bramble Lane provide
informal space for play.
* There is also space along the fringes of Bramble Lane and amongst the trees to further incidental
open space, reflecting the semi-rural and informal identity of this Character Area.

For ease of reference we summarise the changes below:

Section 3.0 - Location and description of the character area
* Page 10; paragraph 2 describes the extents of this code and highlights the inclusion of detail on
the Neighbourhood Green for the Character Area.

Section 6.1 - Design principles for specific landscaped areas
* Page 52-53; the Neighbourhood Green sub-section has been expanded to include additional
detail and images
* Page 56; a specific sub-section has been added with detail and illustrations of proposed
children’s play facilities, referencing page 64 which show’s proposed locations
* Page 57-59; the Bramble Lane sub-section has been expanded to include details of adjacent
amenity public open space, including location plan and photos
