Dear Surrey County Council,
I request all the documentation over the last 7 years that relates to payments of all waste related government PFI credits to Surrey County Council by central government and the conditions applying to their granting and disbursement.

In particular all documentation that specifies , discusses or refers to the conditions under which these moneys must be returned to central government if unspent for the purpose they were granted within a given term including all moneys paid to fund Thermal Treatment of any kind and in particular that relating to the failed EFW energy recovery plans at Trumps Farm and Capel now proposed in a reduced disposal form at Charlton Lane and the financial provision made to return the directly related PFI moneys to central government should the application fail in respect of thermal treatment or altogether.

I would ask that you supply the DEFRA Letter May 2010.pdf, in full void of redactions, so that I can better determine if this is appropriate to the original request.
