Speed camera van positioning on A41 Christleton

Response to this request is long overdue. By law, under all circumstances, Cheshire Constabulary should have responded by now (details). You can complain by requesting an internal review.

Dear Cheshire Constabulary,

I believe there is certain criteria to allow siting of a camera van on a
stretch of road. Please could you confirm what this is?

There is a van positioned regularly just over the brow of a hump back
bridge in Christleton on the A41 and from local records, this stretch of
road is not a high accident black spot. The A41 is not the best of roads
and there are a number of accidents much further along towards Whitchurch
in the Broxton/Chowley Oak/Tattenhall area. But I cannot understand why
this van is placed here on a regular basis. On Thursday or Friday it was
even there at 5.30 - 6pm when night had fallen.

Please could you explain the justification for this location.

OUR RESPONSE:

 

In accordance with section 1(1) (b) of the Act, our response is as
follows:

 

Speed monitoring is taken on in an area broadly for these reasons;

Historic KSI hot spot.

Complaints of excess speed.

Evidence of none compliance with the speed limit.

 

The A41 at Christleton has for a long time had complaints of excess speed.

 

The road is a 30mph, the van has to be visible for a minimum of 60m. 

The location in the question the “hump back bridge” is assumed to be the
canal bridge as it is the only feature that fits in that location. The van
can park either in a laybay or the marked parking bays.

Both positions are legal, there is no obstruction caused.

 

Speed is not confined to particular days or just daylight hours.  The
equipment can operate in conditions of reduced light.

 

We do have sites further along the A41. There are also sites for Trucam
(hand held lasers) these are operated by the local LPU’s. 

 

It may be prudent to report those areas of concern via the force web site
where it will be listed on speed management system. 

If you are not satisfied with the decision applied in this case I enclose
for your attention a copy of the Constabulary's appeal procedures.

I do know this stretch is NOT an historic KSI hot spot, I don't know whether there is evidence of none compliance with the speed limit but I do question the number of complaints received about excess speed? There is a pedestrian crossing and I am aware that traffic queues tail back regularly on that stretch hence my question; how many complaints have been received and how many are required for a speed camera to be deployed?
