Councillors Expenses

 

The above is a summary of your request. The full details of the
information sought is provided to the officer to whom the request is
tasked.

the statutory timescale of 20 working days as defined by the Act, subject
to the information not being exempt or containing a reference to a third
party. In some circumstances Powys County Council may be unable to achieve
this deadline. If this is likely you will be informed and given a revised

the information you request. If this is the case you will be informed and
the 20 working day timescale will be suspended until we receive payment

This is to inform you that your request has been considered and I can
provide the following response:

 

The Request:

Please will you provide the total costs, including travel and hotels for
the group of Powys Councillors recently travelling to Cardiff and staying
overnight in order to meet with Welsh Government Officials.

 

Please also provide any notes, reports of the meeting and the outcome of
the meeting regarding the finances of Powys County Council. 

 

The Response:

Hotel               £544.25

Travel             £487.50

Meals             £242.04

 

Please find attached a transcript of the meetings held.  Some information
has not been disclosed as it was not relevant to your request.  Other
information has been exempted under Section 36 of the Freedom of
Information Act 2000 in that its disclosure may prejudice the effective
conduct of public affairs.  We have disclosed statements made by the
elected representatives of Powys County Council where appropriate but have
not disclosed responses from Welsh Government officials. 

 

When applying this exemption consideration has been given to the need for
a safe space in which to consider the matters discussed.  Time has been
spent on building a relationship between the Authority and Ministers and
the disclosure of what were essentially private meetings would impinge on
that relationship.  Whilst we accept that there is significant public
interest in the Authority’s financial circumstances and there has been
considerable media speculation, there is still the need for the safe space
in which to express views openly, honestly and completely and to explore
options.  Therefore, in this instance the public interest in maintaining
the exemption outweighs the public interest in disclosure.

 

 

We believe that this request is now complete and shall be closed
immediately. Should any further information be requested regarding this
topic, a separate request will need to be submitted.
