s.40(2) of the Freedom of Information Act 2000 is engaged and they are therefore being withheld 
as personal data. We take the view that officers who are third tier and above are of sufficient level 
of seniority that the reasonable expectation would be that their names would be disclosed but that 
below that level the opposite would be true unless there are compelling reasons for disclosure.
