5G in Blackburn

Dear Blackburn with Darwen Borough Council,

I'm contacting yourselves with regards to the introduction of 5G in Blackburn. Could you advise me of the following queries:

1) Has the introduction of 5G and its associated apparatus and structure commenced in Blackburn as of yet.

2) If so what areas are to have 5G introduced and what steps have to be taken to enable the technology to be installed.

3) I believe planning permission isn't required which avoids discussion and determining suitability to the residents and its possible health implications but does the council have a 5G strategy like some Council around the UK already have.

5) Will the Council monitor any health affects that may arise from the technology in the years to come especially with regards to EMF that some people can be adversely affected by.

6) Do any of the street lights or street furniture in the Borough currently have 5G technology incorporated within them active or not or are there any plans to introduce such technology in the very near future.

The Council does not have a 5G strategy although is currently developing an Infrastructure Connectivity Strategy.

5) Will the Council monitor any health affects that may arise from the technology in the years to come especially with regards to EMF that some people can be adversely affected by.

As the technology does not currently exist in the Borough there is no recorded information in relation to EMF effects and how the Council will monitor these.

6) Do any of the street lights or street furniture in the Borough currently have 5G technology incorporated within them active or not or are there any plans to introduce such technology in the very near future.

There is no current 5G technology and currently no recorded plans for future installation.

Dear Heather Wolstenholme,

Many thanks for your response and the information contained in it. It has raised some other queries and Id be grateful if you could elaborate and advise further about the following quote:

'The Council does not have a 5G strategy although is currently developing an Infrastructure Connectivity Strategy.'

What exactly is the Councils 'Infrastructure Connectivity Strategy' and where would I obtain further information about it?

You've mentioned that you have no 5G technology incorporated within street lighting or furniture and have '...no recorded plans for future installation.' so can this be assumed you have ruled out allowing Council owned property to incorporate 5G technology?

A few enquiries with the local mobile phone shops in Blackburn have stated that 5G will be rolled out and be available in Blackburn (In fact they are promoting 5G data packages and 5G phones as we speak) by 2020 which is less than 6 months away. This seems to be surprising to me and to the shops to hear that you have confirmed that there is no apparatus and structure currently in the Borough for 5G despite the widely publicised roll-out that will occur in 2020.

I cant see Blackburn not being included in the roll-out so the Council must have some information or made some studies regarding the impact of 5G (health and otherwise). Plans to introduce such a comprehensive and major change to allow 5G to be available in Blackburn with Darwen i.e. transmitters and associated equipment @ regular intervals will be required and must require some preparation and permissions especially with the impact it can have on the residents of Blackburn with Darwen Borough.

I am writing to request an internal review of Blackburn with Darwen Borough Council's handling of my FOI request '5G in Blackburn'.

Dear Mrs. Wolstenholme

I recently contacted yourselves in response to a reply you gave me after I had made in FOI request re: 5G. I requested further details associated with that reply on 28th July but as of today I have had no response or reply ftom yourselves.

The request is now classed as long overdue which us in breach of the FOI Act and leaves me with no alternative but to request an internal review. I would still like to receive a reply to my follow up request or an explanation why the information can not be disclosed to me. I hope to hear from you soon.
