Dear Locala Community Partnerships CIC,
It has been rumoured that Locala has had an Internal Data breach in the last 2 years.
1 - Can you confirm this.
2 - What was the date, nature and extent of the leak.
3 - Can you confirm that Robert Flack received a golden handshake or other payment in addition to his salary when he left and the amount
4 - Was any payment hidden or disguised in other costs.
5 - Was Robert Flack dismissed, asked to resign or otherwise forced out of his position.

Hello Mr Hallworth
Thank you for your FOI request of 8 July, for which we can advise the
following:
“It has been rumoured that Locala has had an Internal Data breach in the
last 2 years.
1 - Can you confirm this.
In the past Two Years we can confirm that Locala has reported 3
Information Governance breaches to the Information Commissioner’s Office,
and in all cases the ICO was satisfied that appropriate action was taken
following the discovery of the breaches.
2 - What was the date, nature and extent of the leak.
Breach One – 1 March 2018 – The details of 5 grievances from Third Parties
were included in a Subject Access response to an Individual.
Breach Two – 6 November 2018 – An entry in the Serious Incident section of
the Quality Account had the potential to identify an individual because of
the rarity of their condition.
Breach Three – 13 May 2019 – The Organisation was unable to find an
individual’s personnel file and there was uncertainty whether it was
transferred from the previous employer in 2011.
3 - Can you confirm that Robert Flack received a golden handshake or other
payment in addition to his salary when he left and the amount
As previously advised in the January 2018 response to your request of the
same nature – this question “relates directly to employee personal details
and is protected by the Data Protection Act 1998’s Data Protection
Principles and as such we are unable disclose any information in relation
these as the information is absolutely exempted under s.40 of the Freedom
of Information Act 2000.
4 - Was any payment hidden or disguised in other costs.
Our Financial Accounts are in the public domain and therefore no further
answer is required to this request other than to say that all Locala’s
accounts are audited as per legislative and regulatory requirements prior
to being filed at Companies House.
5 - Was Robert Flack dismissed, asked to resign or otherwise forced out of
his position.”
As previously advised in the January 2018 response to your request of the
same nature – “the answer to this request is already in the public domain,
however for ease of reference we can confirm that Mr Flack left Locala in
order to consider new career opportunities.”
