Glos County Council team have confirmed that they could not consider a transfer of
ownership due to its obligations both as a local education authority and under S77
School Standards and Framework Act 1998, which prevents the disposal of school
playing fields. In light of this it was decided not to proceed with the discussions around
the CBS as we will need to look at alternative solutions to allowing community usage and
look into how funding can be drawn down and planning applications submitted etc.

from GCC Asset Management to next meeting to discuss a
way forward and then as a steering group we can look into the formal proposal for
consideration. Leanne will also look into other ways of how the facility can be run whilst
protecting the schools rights and usage.

about an incident that had occurred during a Sunday
football session. When the Forest School teacher was using the field during a class the
teacher was confronted by a resident of Moor Street that property backs onto The Glebe, the
school children were playing with a toy dragon that they had found in a bush, the resident
said that on a Sunday morning the football children were left unsupervised and footballers
had taunted her child into throwing the dragon (using bad language) and then had run away
with it, the school children found it in a bush. The teacher explained that the complaint
needed to be made to school and gave the school's email address. She went on to say that
the neighbour had no right of access to the site. She said that she had used the gap in the
fence as a back gate. The teacher reminded her that this could be seen as criminal
damage.
said that his coaches supervise the children at all times and it could be when it
comes to pick up time but that he would carry out an investigation into what happened and
report back.
Also, in light of the letter from the Kingfisher Church the parking is still an issue,

that the members of the Church present on a Sunday had got fed up of telling

parents of the footballers not to use their car park which is why a formal letter had been
written to GCC. On a number of occasions parents have parked in front of the Church’s fire
exit which is not acceptable.

that no parking is available onsite but more will be done to ensure they drop of and park in

The issues around the litter are still happening despite the efforts of the School and the
coaches,
suggested more bins were needed, Leanne said that there is no waste carrier
agreement in place to empty the bins and more should be done to educate the children and
parents about not dropping litter, a bin bag would be available and disposed of after each
session by Rising Stars.
