Vulnerable tenants and repairs policies

The request was refused by Camden Borough Council.

Dear Camden Borough Council,

Please provide the following information :

(1) A FULL copy of any and all vulnerable tenants policies and protocols that apply across the housing directorate.

(2) All screenshots of electronic records across the housing directorate whereby this status can be flagged ( e.g. show the page where the information is stored).

(3) Provide details of safeguarding training council housing management undertake including at what level and who provides and how often.

(4) Provide details of the repairs policy and the priority categories that apply when a repair is ordered AND the tenant is recorded as vulnerable.

(5) Provide details of the redecoration policy as it applies to vulnerable and disabled tenants whereby damage is caused to the property outside 'wear and tear' and the tenant is unable to themselves redecorate

(6) Camden offer redecoration vouchers to some tenants including tenants in the above categories. In the FULL knowledge they can not manage this and that the Origin handyperson service no longer decorates.

Given this and in light of the fact that this policy puts vulnerable and disabled tenants at disadvantage solely due to their disability, please provide a copy of the Equality Impact Assessment required for such a withdrawal of support.

Please also denote which committee of sub committee or working group approved the policy whereby disabled and vulnerable tenants would be refused decorations. Including for eg where they have been flooded out by poorly maintained roofs, gutters and where property damage is caused by severe rising damp ( common egs)

With regards to Q2 Can you please clarify what type of screenshot you are
looking for,  is this a screen shot of all our flagged tenants or are you
seeking a screen shot of an example of a flagged record?

 

Please note that we are unable to provide any information which would
identify individuals as this information would be exempt under Section
40(2) Sensitive Personal Data.

 

Please can you provide the clarification within 3 weeks of today – by the
 1^st August  2019. Please send it to [1][Camden Borough Council request email] quoting the
reference number above.

 

Upon receipt of your clarified request we will resume the Section 10
statutory response timescales. However if you do not provide the

're Q2. Of course I am not looking for lists of vulnerable tenants. I am requesting screenshots of blank pages where said information is held.

This should be easy to do. If you have to populate the screen to produce then just use A Person and the town hall address. As is standard on draft examples.

Thank you very much for the drtailed explanation

.Please advise if there is an Equality Impact Assessment regarding the decorations policy of issuing vouchers.

What is the route to request that the council redecorate for reasons of disability ? When housing repairs are told a tenant cant do this are they directed to explain the policy or just to refuse? What is the pathway for escalation from repairs officer to decision maker?

There is concern that housing repairs officers are being used to gatekeep and as such automatically refuse assistance. Having no written policy on either this, or in relation to vulnerable tenants ,allows this to happen.

Please provide a copy of ANY written instructions, memos, protocols or similar issued to housing repairs teams of how to respond to vulnerable tenants. about ANY enquiries including repairs and including repairing front doors damaged by police in welfare checks. Please explain the protocol whereby the vulnerable tenants home is left unsecured because of this, including when police have not left information about a CAD ( as happens over 75% time). Are housing repairs and out of hours officers instructed to refuse door repairs unless their is a CAD? Despite the tenant known to be and flagged as vulnerable?

Please advise who the Equality and Diversity officer is within the housing department.

I understand thaf these further requests for clarification may be treated as a new FOI request
