FREEDOM OF INFORMATION ACT REQUEST

I refer to your Freedom of Information request in relation to youth
centres and clubs.

Right of Access

Section 1(1) of the Act provides any person making a request for
information to a public authority is entitled.

(a) to be informed in writing by the public authority whether it holds
information of the description specified in the request (which Section
1(6) of the Act designates as the "duty to confirm or deny"), and

(b) if that is the case, to have that information communicated to him.

The right is to obtain access to the information itself and not to the
document or record which contains it.

The Act creates a general right of access to information held by public
authorities subject to various exemptions.

Northumberland County Council confirms that it holds the information you
have requested, please see the following information in response.

Could I please have a list of council run youth centres and clubs with
their address, which have operated at any point between 2010 and 2019,
along with dates of opening and closure if they started or ceased
operation over the period.  

Due to re-structures and changes of management the following is given as
an accurate record to the best of our knowledge.

Council run Youth Centres during this period include:

Since 2009 Northumberland Youth Service has directly managed four centres
(Alnwick, Ponteland, Prudhoe, Morpeth).

* Alnwick Community Centre, Howling Lane, Alnwick, NE66 1DN (2011 to
Present)

* Ponteland Hut, Callerton Ln, Ponteland, Newcastle upon Tyne NE20 9EY
(2010 to 2019)

* Prudhoe East Centre, 37 Front St, Prudhoe NE42 5DQ (2010 to Present)

* KEVI Youth Block, Cottingwood Ln, Morpeth NE61 1DN (2010 to 2016)

Other bases for provision are directly managed by schools such as
academies and the voluntary sector. Formal arrangements are in place for
the Youth Service to operate in these centres.

Since 2016 the youth block at Morpeth reverted to school control and is
used by themselves.

Since 2019 Ponteland Youth Block is subject to an asset transfer to a
local childcare provider but is still available on occasion should need
dictate.

Thank you for your response. As per my original FOI request could I please have the dates of opening and closure. In particular the open date for Alnwick Community Centre and the closure date for KEVI Youth Block (at least the month-year please if the exact date is not possible).

Could I also please have the details (address, opening date, closure date) of the formal arrangements for the youth services to run in academies and the voluntary sector, for dates 2010-2019.

Council run Youth Centres during this period include:

Since 2010 Northumberland Youth Service has directly managed four centres
(Alnwick, Ponteland, Prudhoe, Morpeth).

* Alnwick Community Centre, Howling Lane, Alnwick, NE66 1DN (September 2011 to Present). In September 2011 the centre came under NCC control but had been operating prior to that date.

* Ponteland Hut, Callerton Ln, Ponteland, Newcastle upon Tyne NE20 9EY (2010 to Present)**

* Prudhoe East Centre, 37 Front St, Prudhoe NE42 5DQ (2010 to Present)

* KEVI Youth Block, Cottingwood Ln, Morpeth NE61 1DN (2010 to June 2016 - we continued to operate in the building for a time after this period)*

*Since 2016 the youth block at Morpeth reverted to school control and is
used by themselves.

**Since 2019 Ponteland Youth Block is subject to an asset transfer to a
local childcare provider but is still available on occasion should need
dictate.

Formal arrangements with voluntary sector include:

* Arrangement with Berwick Youth Project (9-12 Golden Square, Berwick-upon-Tweed TD15 1BG) for youth work in Berwick between 2010 - 2014.

* Arrangement with SILX Teen Bar (5 Church Street, Blyth NE24 1BG) since 2010 to present

We have a Youth Service presence in the following schools but these are
not governed by formal arrangements:

* Astley High School, Elsdon Ave, Seaton Delaval, Northumberland NE25 0BP

* Blyth Academy, Chase Farm Dr, Blyth NE24 4JP

* Cramlington High School, Highburn, Cramlington NE23 6BN
