Thank you for your request for information dated 27 March 2019 in which you asked for the 
following information: 
 
Wiltshire Council have introduced and applied The Care Funding Calculator to residential services 
for people with learning disabilities.    Prior to this implementation, was an exercise carried out to 
ensure compliance with Competition Law, and in particular, abuse of dominant position?  If so, 
please supply me with a copy of this analysis.  
 
Has the Care Funding Calculator been applied to Wiltshire Council's in house services for people 
with a learning disability?  
 
Please supply me with an analysis showing how many care placement fees: 
 
a. Have been reduced since the introduction of the Care Funding Calculator. 
b. Have been increased since the introduction of the Care Funding Calculator.  
 
Please supply me the following information: 
 
a.  The average cost per week for a residential placement for a person with a learning 
disability. 
b. The average cost per person per week in a Wiltshire Council run home for people with a 
learning disability. ie in house respite services.  Please include in this back-office costs 
such as personnel, payroll, insurance, office costs and all other costs incurred in the 
provision of the service.

I can confirm that Wiltshire Council holds some of the information you have requested. The 
information you requested is as follows;

The process for purchasing residential care has not changed. Prior to using the Care 
Funding Calculator tool from 2016, we were using the Fair Pricing Tool, which hadn’t been 
updated since 2008.  Analysis of dominant positions was not done prior to the 
implementation of this tool and is not done now.  However, we continue to follow public 
procurement regulations to ensure fairness and transparency across the provider market. 
 Therefore, whilst the supporting tool has changed to an updated web based version, the 
process remains the same.
 
 
Has the Care Funding Calculator been applied to Wiltshire Council's in house services for 
people with a learning disability? We do not provide in house residential care.

provision of the service. 
The Average cost is £2391.30 per week.

Freedom of Information Complaints & Review Procedure 
 
Any person who has requested information from Wiltshire Council, which has been dealt 
with under the Freedom of Information Act is entitled to complain and request an internal 
review of their request for information if they are dissatisfied with the response they have 
received.

being requested. Requests for review should be brought to the attention of the Freedom of 
Information Lead within 40 calendar days of the response to the original request. 
 
Any request for review will be acknowledged in writing confirming the reasons for the 
review. The Freedom of Information Lead will allocate the review to someone who is 
independent of the original decision. The person conducting the review will set a target 
date for a response with the intention to complete the review within 20 working days. In 
more complex cases the review may take up to 40 working days. 
 
The reviewer will conduct a full review of the handling of the request for information and of 
decisions taken, including decisions taken about where the public interest lies in respect of 
exempt information where applicable. The review enables a re-evaluation of the case, 
taking into account any matters raised by the requestor.  
 
On completion of the review the reviewer will reply to the requestor with the result of the 
review. If the requestor is still dissatisfied following the review they should contact the
