Thank you for your email of
14 March 2019 in which you requested:
“Please answer yes or no to the following question.
When assessing Third Energies financial viability and financial capacity for its Work Retention Area Plan for its licenses AL006, DL006,
PL079, PL080, PL081 and PEDL177 as published in your December 2018 spreadsheet were your financial viability and capacity tests as
detailed in your Financial Guidance publication dated 8 August 2018 satisfied by Third Energy providing a Guarentor."
We have considered your request under the Freedom of Information Act 2000
(
FOIA) and, where relevant, the Environmental Information Regulations 2004
(EIR).
The OGA carries out financial assessments at various points during a licence
lifecycle. These include licence award, licence assignment, change of control, drilling
consent and field development consent. The OGA may require a Parent Company
Guarantee as part of its financial assessment of a licensee.
An application for a Retention Area Work Plan (such as those applied for by Third
Energy) does not trigger a financial assessment.
Therefore, the requested information is not held by the OGA.
This concludes the OGA’s handling of your request.
