You have been sent this booklet because your child is due to transfer to the next stage of their education in
September 2008. I look forward to welcoming your child to one of our schools.
This booklet is designed to help you through the process of applying for a school place. Please read it
carefully as it contains all the information you need about school admissions in West Sussex, and keep it safely
so you can refer to it again if you need to.
Standards in schools in West Sussex are high and your child will have every opportunity to do well. Before
you fill in the application form, you are encouraged to visit schools to see what they can offer your child.
Although most children can be given places at their parents’ first preference school, this is not always possible.
It is therefore important that you tell us which other schools you might like your child to attend.

How To Apply  For A  School  Place
You have received this booklet because your child is due to transfer to the next stage of their
education in September 2008. It will tell you how to apply for a place at a Secondary or Intermediate
School. If you have any further questions concerning the school transfer process after reading this
booklet, please contact the Pupil Admissions Team on 0845 075 1007.
You should have received an application form with this booklet. If not, please contact the Pupil
Admissions Office to request one. Alternatively you may wish to make an on-line application. To apply
on-line, log on to: www.westsussex.gov.uk and follow the simple instructions.
If we do not receive a completed application from you before the deadline of Midday on Friday 19
October 2007
, we cannot consider your child for a place until all other on time applications have
been processed and allocated. This could mean there may not be a place available at a local school. If
you need help making an application, please contact the Pupil Admissions Office.
The form should be returned to your child's current school unless they attend an independent school
or a school in another county in which case you should return it to the Pupil Admissions Office.

them.You will need to provide confirmation of any changes, for example if the address on your form is

In this section of the form you are invited to list three different preferences for school places. Your
preferences will be considered in the order you have listed them. We cannot consider you for your
catchment school unless you list the school as one of your preferences.This is because it
could be over-subscribed. 
The catchment school for your address is shown in Part A of the form.
If you have a preference for a Church Aided School, and/or a school in another county, these
preferences must be listed on the application form. If you do not include them on the application form,
your preferences for these schools will not be considered.

THE CLOSING DATE FOR APPLICATIONS
Your completed application must be received by the closing date, which is Midday on 19 October
2007 
at the latest.
All applications received by Midday on 19 October 2007 will be prioritised and allocated according
to the over-subscription criteria. If a form is received after the deadline, it will be considered a
late application and will not be considered until all the forms received on time have been
considered
. If there are any places left after the on time applications have been dealt with, late
applications received after Midday on 19 October 2007 but before Midday on 31 January 2008 will be
prioritised and allocated according to the over-subscription criteria.
Any application received after Midday on 31 January will not be processed and allocated until after 22
March 2008.
It is therefore important that you return your application form or apply online by Midday on 19
October 2007.
There are no exceptions for how late applications are dealt with.

HOW  PLACES ARE ALLOCATED  - 
WEST SUSSEX COUNTY COUNCIL’S ADMISSIONS POLICY
All schools have a Published Admission Number (PAN). The PAN for all Secondary and Intermediate
schools in West Sussex are shown on pages 17–23.
Applications to community and voluntary controlled schools are prioritised according to the following criteria:
1. Children who need a place at the school on exceptional and compelling social, psychological or
medical grounds OR children with a statement of special educational needs naming the school OR
Looked After Children (children in public care);
■ In category (1) unless a child has a statement of special educational need naming the school, or a letter
from a Social Worker confirming they are in public care, parents must provide written supporting evidence
from an appropriately qualified person (usually a doctor or social worker). The evidence should state
clearly why the school asked for is the only one that can meet the child’s needs in order for the Director
for Children and Young People’s Services to make a decision. Letters from parents are not normally
considered sufficient evidence.

■ Parents should be aware that the criteria for the exceptional and compelling category is rarely met and
might wish to seek guidance from the Pupil Admissions Office regarding application under this category. In
the 2007 allocation, less than 1% of applications were considered to be exceptional and compelling cases.

2. children who live in the catchment area with brothers or sisters already attending the school and
who will still be there when the child starts (brothers or sisters may be half or step-siblings but
must be living permanently at the same address);
3. other children who live in the catchment area;
4. children who live outside the catchment area with brothers or sisters already attending the school
and who will still be there when the child starts (brothers or sisters may be half or step-siblings but
must be living permanently at the same address);
5. other children who live outside the catchment area.
In the case of over-subscription in any of the above categories, priority of placement is given to
applicants who live nearest the school (measured by a straight line from school to home, using Ordnance
Survey address point data).
Admissions Officers do not have the discretion to take account of personal circumstances
outside the above criteria.

West Sussex County Council operates an equal preference allocation system. This means that all listed
preferences are ranked against the published admission criteria. If a child can be offered a place at more
than one of the schools listed on their application form, they will be offered a place at the school listed
highest. If you wish to discuss the implications of the order of your preferences please contact the
Pupil Admissions  Office. Residing in a catchment area does not guarantee a place at that
catchment school.

Variations To West Sussex County Council’s Admissions Policy
Horsham 
Transfer To Secondary Schools In The Horsham Community Designated Area
The over-subscription criteria for Tanbridge House School (co-educational), The Forest School (Boys)
and Millais School (Girls) differ from those for the other schools in the County.
All three schools share a common catchment area called the Horsham Community Designated Area.
The maps in this booklet showing the Horsham Community Designated Area and the north-south line
are for illustration purposes only. For more information, parents are asked to consult detailed maps
that are available for inspection during normal office hours at the Education Office in Crawley.
Applications are prioritised according to the following criteria:
1) Children who need a place at the school on exceptional and compelling social, psychological or
medical grounds OR children with a statement of special educational needs (naming the school) OR
Looked After Children (Children in Public Care);
2) Children who reside within the Horsham Community Designated Area, in the following 
order of precedence:
i) Children with brothers or sisters already at the preferred school who will still be there when the
child starts; (brothers or sisters may be half or step-siblings but must be living permanently at the
same address);
ii) pupils living to the west of the north-south line and preferring Tanbridge House will be given
priority at Tanbridge House School, and pupils living to the east of the north-south line preferring
The Forest or Millais School will be given priority at one of those schools;
iii) pupils living in the rest of the Horsham Community Designated Area.
3) Children living outside the Horsham Community Designated Area in the following order of priority:
i) Those with brothers or sisters still attending the preferred school at the date of admission;
(brothers or sisters may be half or step-siblings but must be living permanently at the same
address);
ii) other applicants.
In the case of over-subscription in any of the above categories for any of the schools, priority is given to
applicants who live nearest the school of their preference (measured by a straight line from school to
home, using Ordnance Survey address point data).

Crawley
Transfer To Secondary Schools In The Borough Of Crawley
Priority for admission to community schools will be:
1) Children who need a place at the school on exceptional and compelling social, psychological or

6) other children with brothers or sisters already at the school who will still be there when the child
starts (brothers or sisters may be half or step-siblings but must be living permanently at the same
address);
7) other children.
In the case of over-subscription in any of the above categories priority of placement would be given to
applicants who live nearest the school (measured by a straight line from school to home, using Ordnance
Survey address point data).

Worthing
Transfer To Secondary Schools In The Borough Of Worthing – Year 8
Transfer from primary to secondary school in Worthing normally takes place at the age of 12.
The following four high schools have Year 8 intakes and serve the Worthing Borough:
■ Davison C.E. (Controlled) High School for Girls
■ Durrington High School
■ St Andrew’s C.E. (Aided) High School for Boys
■ Worthing High School.
None of the high schools serve a specific catchment area within Worthing. Responsibility for
admissions to Davison C.E. High School for Girls, Durrington High School and Worthing High School
rests with West Sussex County Council through the Pupil Admissions Office. Parents wishing to apply
to Davison CE (Controlled) High School for Girls on denominational grounds should complete the
supplementary information sheet on page 36 of this booklet to confirm their church attendance. St
Andrew’s CE High School for Boys is a church aided school and as such the responsibility for
admissions rests with the school’s governing body. Parents expressing a preference for St Andrew’s CE
High School for Boys must also contact the school to request a Supplementary Information Sheet
which should be completed and returned to the school by 19 October 2007.
Chatsmore Catholic (Aided) High School (age range 11-16) provides places for pupils attending the
Catholic (Aided) primary schools in the area. The school admits pupils at Year 7 (age 11+). Parents of
pupils in other schools requiring information about admissions to Chatsmore School should contact
the headteacher’s secretary. In recent years, all parental applications for admission to Year 8 have been
refused as the school has been fully subscribed at intake to Year 7.
Priority for admission to the Worthing Borough controlled schools is as follows:
Durrington High School And Worthing High School
1) Children who need a place at the school on exceptional and compelling social, psychological or
medical grounds (see previous notes) OR children with a statement of special educational needs
naming the school OR Looked After Children (Children in Public Care) 
2) children who will have brothers or sisters already at the school who will still be there when the
child starts, all of whom live within the Borough of Worthing (brothers or sisters may be half or
step-siblings but must be living permanently at the same address);
3) children residing within the Borough of Worthing .
4) children who live outside the Borough of Worthing, with brothers or sisters already at the
school who will still be there when the child starts, the nearest being accepted first (brothers or
sisters may be half or step-siblings but must be living permanently at the same address);
5) other children who live outside the Borough of Worthing.
In the case of over-subscription in any of the above categories priority of placement would be given
to applicants who live nearest the school (measured by a straight line from school to home, using
Ordnance Survey address point data).

Davison CE (Controlled) High School for Girls Year 8 admissions
1) Girls who need a place at the school on exceptional and compelling social, psychological or
medical grounds (see previous notes) OR girls with a statement of special educational need
(naming the school) OR Looked After Children (Children in Public Care) 
2) girls with a sister already at the school who will be there at the time of admission (sisters may
be half or step-sisters but must be living permanently at the same address);
3) girls who attend Church of England Middle schools in Worthing and Shoreham whose parents
are regular* worshippers at a Christian Church;**
4) girls resident in the Borough of Worthing whose parents are regular* worshippers at a Christian
Church;**
5) other girls resident in the Borough of Worthing  
6) other girls not resident in the Borough of Worthing whose parents are regular* worshippers at a
Christian Church;**
7) other girls not resident in the Borough of Worthing.
* Regular means attending Church at least once a month for the period of two years prior to
application. Confirmation will be required from a priest or minister on the supplementary form
available on page 36 of this booklet.
** A Christian Church is defined as one being a full member of Churches Together in Britain and
Ireland or of the Evangelical Alliance.
In the case of over-subscription in any of the above categories priority of placement would be given
to applicants who live nearest the school (measured by a straight line from school to home, using
Ordnance Survey address point data).

Variations To West Sussex County Council’s Admissions Policy
Transfer To Secondary Schools In The Borough Of Worthing – Year 7
In addition to the Year 8 intakes, Davison CE (Controlled) High School for Girls and St Andrews CE
(Aided) High School for Boys have a small intake at year 7 of 30 places each. Different over-
subscription criteria apply for these year 7 intakes.
Priority for admission to Davison CE (Controlled) High School for Girls for Year 7 is as follows:
1. Girls attending a primary school in the Adur district, whose parents are regular1 worshippers at a
Christian church2.
2. Girls attending primary school and living in the Borough of Worthing, whose parents are regular1
worshippers at a Christian church2
3. Other girls.
Should over-subscription occur, priority will be given in each of the above groups in the 
following order:
a Girls who need a place at the school on exceptional and compelling social, psychological or
medical grounds or girls with a statement of special educational need (naming the school) or
Looked After Children (Children in Public Care).
b Girls with a sister, resident at the same address, already at the school who will still be there at
the time of admission.
c Girls who attend Church of England schools.
d. Girls who attend other schools.
Any further priority within these sub-groups will be determined by distance from home to school
measured in a straight line using Ordnance Survey data, with the nearest being given priority.
Notes
1 Regular means attending Church at least once a month for the period of two years prior to
application. Confirmation will be required from a priest or minister on the supplementary form
available in this booklet.
2 A Christian church is defined as one being a full member of Churches Together in Britain and
Ireland or of the Evangelical Alliance.
Church Aided  Schools
All Church Aided Schools have their own over-subscription criteria that apply if there are more
applications than places available. Details of their over-subscription criteria are published in their
prospectus.You must also complete a supplementary information sheet to apply for a place at one of
the schools listed on page 27 . The supplementary information sheet is available from the school.

Frequently Asked  Questions
How can I find out about schools?
It is important that you do not base your preferences on other people’s opinions. Each school has a
prospectus and website, which includes details of the school’s policies, uniform, the curriculum and
teaching methods, term dates and school times as well as other helpful information. You can obtain a
copy of the prospectus from the school and you are welcome to make an appointment to visit the
school. School websites can be accessed through the West Sussex Grid for Learning
(http://wsgfl.westsussex.gov.uk). The Pupil Admissions Team also has a Choice Advisor who will be
happy to discuss your child’s needs and offer advice regarding school provision in West Sussex. To
speak to the choice advisor please call 01293 895318.
Schools may invite you to attend an open day and details of these are often publicised in the local
press. An invitation to attend an open day or receipt of a prospectus should not be seen as an offer of
a place however as Headteachers of community and controlled schools do not have the authority to
make place offers. Headteachers may confirm that they would be happy to admit your child but again
this is not an offer because all applications are subject to the Authority’s admission criteria.
Can I ask to go to any school in West Sussex?
The Education Act 2006 states you can express a preference for any school. However, this does not
mean you have the right to choose a school, although West Sussex County Council does make every
effort to meet parental preference. Some schools receive more preferences than the number of places
available. When this happens, the over-subscription criteria are used to decide which children are
offered a place.
Schools are categorised as community, voluntary controlled and  Church Aided. Community and
voluntary controlled schools are divided by catchment areas and West Sussex County Council manages
the admissions. Church Aided Schools serve wider areas and the decision to offer a place is made by
the governing body.
If you apply for a place for your child at a community or voluntary controlled school that is not the
school named in Part A of your form (the catchment school for your address), you should note the
following:
■ The Authority will not provide assistance with travelling expenses to the school;
■ There is no guarantee that places will be available for any brothers or sisters should you wish them
to attend at a later date.
Can  I Apply To  Go To An  Established Year  Group At A  School?
If your application is to an established year group at a school, e.g. not the normal intake year group, it
may not be possible to confirm whether there is a place available until July 2008. This is because we
can only offer a place if there are spaces in that year group and places for established year groups
cannot be reserved in advance. If we cannot offer a place you will be advised of your right of appeal.

What is a catchment area?
A catchment area is a geographical area served by a specific school. When a school is oversubscribed,
priority is given to children living in the school’s catchment area. To be regarded as resident for the
purpose of a school’s catchment area, a child’s permanent home must be within the area and the child
is expected to live predominately at the home address.
My child’s details are incorrect on the application form, what should I do?
If your child’s personal details are incorrect on the application form you should amend the form and
submit it with supporting evidence of the changes made.
In the case of a house move, evidence of exchange of contracts in a sale/purchase or a signed tenancy
agreement in a rental will be required.
If you have legally changed your child’s name, confirmation in writing from all parties with parental
responsibility must be submitted for our records to be amended. Where a Change of Name Deed is
submitted, this deed, if signed by only one parent, must confirm that they have sole parental
responsibility to be accepted.
We will be able to amend name and address changes only upon receipt of supporting documentation
confirming these changes.You may therefore wish to contact the Pupil Admissions Office regarding the
supporting papers to be sent.
My child stays with their other parent, which address will priority be given from?
If your child regularly stays overnight with their other parent, or another relative, and therefore
potentially has more than one address, you must confirm this on your application form. You should
give both addresses and details of your child’s living arrangements. The matter of residency will then
be determined by the Pupil Admissions Office who may contact you for further supporting evidence.
The school place for your child will be allocated according to the address at which the Pupil
Admissions Office determines your child mainly resides. Please note checks are carried out on all
address changes. Fraudulent address claims will lead to a place being withdrawn. If you have any
concerns or questions about this, please contact the Pupil Admissions Office.
We are moving house soon will this affect our application?
If you will be moving house before your child starts their new school, you must notify the Pupil
Admissions Office. To give appropriate priority to your application from a new address, satisfactory
evidence of your move must be received before Midday on 19 October 2007.
It will be necessary to
prove that the new address is your child’s main dwelling in order to give them correct priority for
admission. If you move after the 19 October you must still tell us. The Pupil Admissions Office
reserves the right to ask for evidence that a child resides at the address stated by the parents/carer at
any stage of the admissions process.

Any school place offered for your child will be on the basis of the address on the Pupil Admissions
Office records and the assumption that your child will still be resident at this address in September
2008. It is your responsibility to notify the Pupil Admissions Office of any changes to your address
after the allocations. If you change residency at any time without informing the Pupil Admissions Office,
this may result in the offer made being withdrawn. If the change occurred before the closing date for
applications, and resulted in those with a higher priority in the admission criteria not being granted a
place, your offer will be withdrawn.
It is an offence to give a false address and to do so may result in legal action.
How do I know if my circumstances are “exceptional and compelling circumstances”?
Parents may wish to seek guidance from the Pupil Admissions Office regarding application under this
category. All calls are treated in strict confidence. Priority can only be given under this category where
the school asked for is the only one that can meet the child’s needs. Supporting evidence, from a
qualified professional, outlining the reasons why the child must attend the preferred school should be
submitted with the application. The Director for Children and Young People’s Services will then
consider this supporting evidence and make a decision. Letters from parents alone are rarely
considered sufficient and issues such as difficulties with child care arrangements and allergies, for
example, are not covered by this category.
I have a child attending the sixth form of my preferred school – 
will my application be given sibling priority?
Priority can only be given for brothers and sisters attending the main school of your preference. Sibling
priority is not given for brothers and sisters in attendance at Sixth Forms.
What are Church Aided Schools?
Church Aided Schools are ones where the governing body are responsible for admission to the school. If
you would like your child to go to a Church Aided school (any of the schools listed on page 27), you must:
■ complete the West Sussex County Council application form and return it as previously directed;
(applicants from outside West Sussex should make application on the common application form
from their own Council):
■ contact the Church Aided School for a supplementary information sheet,
■ complete the school’s supplementary information sheet to enable them to give your application the
correct priority.
■ return the supplementary information sheet direct to the school.
The government has introduced legislation to ensure that children receive only one offer of a school
place. This is commonly known as the Scheme of Coordination. The Scheme requires all school place
offers (with the exception of the independent sector) to be made by the Local Authority. Each Church
Aided School will advise the Pupil Admissions Office whom they wish to offer places to and the Pupil
Admissions Office will make any place offers on behalf of the governing body.
Church Aided Schools have the same closing dates as community and controlled schools, which is
Midday on Friday 19 October 2007.

Why must I complete a supplementary information sheet?
You should complete a supplementary information sheet when you have a preference for a Church Aided
School to enable the Governors of the school to consider your application against the school’s over-
subscription criteria.The sheet will ask for further information that will allow your application to be given
appropriate priority (ie siblings, baptism etc). If you do not complete the Supplementary Information Sheet, as
well as the Common Application Form, this will affect the priority the school gives your application.West Sussex

Can I change my preference?
In accordance with the Code of Practice, once you have submitted your completed application form
changes of preference cannot be accepted until after the allocation has taken place.
What happens if I make my application after the deadline?
If a form is received after the deadline, it will be considered a late application and will not be considered
until all the forms received on time have been considered. If there are any places left after the on time
applications have been dealt with, late applications received after Midday on 19 October 2007 but before
Midday on 31 January 2008 will be prioritised and allocated according to the over-subscription criteria.
Any application received after Midday on 31 January 2008 will not be processed and allocated until after
22 March 2008.
It is therefore important that you return your application form or apply online by Midday on Friday 19
October 2007.There are no exceptions for how late applications to West Sussex community and
controlled schools are dealt with.
Church Aided Schools may deal with late applications in a different way – you should contact any Church
Aided School you make a late preference for to establish how your application will be processed.
How likely is it that my preference will be met?
If your preference is for a community or voluntary controlled school, you may wish to discuss with an
Admissions Officer if your preferred school has previously been over-subscribed. To do so, you should
contact the Pupil Admissions Office. While the Pupil Admissions Office can give an indication of the previous
patterns of admission to your preferred schools, they cannot guarantee the success of your application. This
is because patterns of parental preference and the number of pupils in the area vary from year to year.
When will I know if I have a place?
The Pupil Admissions Office will send letters to parents by 2nd class post on 3rd March 2008. Admissions
Officers are unable to disclose allocation information ahead of parents receiving their allocation letter.
What can I do if I am not offered a place at the school I wanted?
If we cannot offer your child a place at any of your preferred schools, we will offer a place at the nearest school
to your home address with a place available. If you are unhappy with the offer that you receive, you are strongly
advised to contact the Pupil Admissions Office to discuss what other options may be available to you.
If your preferred school(s) is a community or voluntary controlled school you will have the
opportunity to place your child’s name on a waiting list(s). Waiting lists are established after allocation.
Children are placed on the waiting list according to the over-subscription criteria for that school
regardless of when their application was received. Within each criteria their place is ordered by
distance to the school, the nearest having higher priority. Therefore a child’s position on a waiting list
can go down as well as up. If a place becomes available following the allocations, we will offer it to the
child at the top of the waiting list.

The Pupil Admissions Office will keep and manage waiting lists for all West Sussex County Council
Community and Controlled Primary Schools. If a place becomes available you will be contacted and
asked whether you wish to take up the place. Parents should contact the Pupil Admissions Office for
further details of the arrangements that are necessary to action a transfer.
If the school is a Church Aided it may operate a waiting list. Please contact the school concerned to
discuss their policy.
Can I appeal?
You have the right to appeal against the decision not to offer a place at any of your preferred schools,
including Church Aided Schools. All appeals are heard by an independent panel. If you have been
refused a place at your preferred school(s) in writing you will be sent appeal forms. If you decide to
appeal, you will receive advance notice of the hearing date. You will be invited to attend the appeal and
you may be accompanied. The hearing will be conducted as informally as possible and you will have
the opportunity to put forward your case and ask questions. Details of the appeal process will be sent
to you with your allocation letter.
If your appeal is refused the Council (or Governing Body, if applicable) will not consider a further
appeal for a place at the same school in the same academic year unless there is a significant material
change in your circumstances or those of the school.
Can I make alternative arrangements for my child’s education?
You may decide to educate your child yourself at home. It is important that the Pupil Admissions
Office is aware of your plans, so that a place is not allocated unnecessarily for your child. Please
confirm these alternative arrangements on the reverse of the application form and return the form as
previously directed.

My child will be attending an independent school – 
do I still need to complete the application form?

If you have secured a place for your child at an independent school please confirm these arrangements
on the reverse of the application form and return it as previously directed. If your application to an
independent school is still being considered and a place is yet to be formally offered we do
recommend that you make an application to a state school in order to ensure your child has a school
place for September 2008. If you are uncertain about your pending application to an independent
school and would like further advice on completing the application form, please contact the Pupil
Admissions Office for guidance.

THE PUPIL ADMISSIONS OFFICE
The role of the Pupil Admissions Office is to administer the allocation of places at community and
voluntary controlled schools in accordance with West Sussex County Council’s published admissions
policy. The Team is able to offer advice and guidance to parents making an application for their child’s
transfer. However, the Team is unable to:
■ Offer opinions on schools suitability and performance;
■ Arrange visits to schools;
■ Allocate places outside West Sussex County Council’s criteria or take account of personal
circumstances;
■ Change a child’s details (name or address) without written confirmation and supporting
documentation where appropriate. For example to change a child’s name we require written
consent from all parties with parental responsibility for the child or, in the absence of consent, a
copy of a Court Order;
■ Investigate anonymous allegations regarding false addresses. West Sussex County Council does
treat the issue of using a false address very seriously and any correspondence of this nature is dealt
with confidentially.
If you are dissatisfied with the service of the Pupil Admissions Office, in the first instance please write
to the Admissions Manager. Complaints about schools should be referred to the headteacher or the
school’s governing body.
SPECIAL EDUCATIONAL NEEDS 
If your child has special educational needs and is about to change school, they will probably go to a
mainstream school. The great majority of pupils with special educational needs participate fully in
ordinary primary schools, with appropriate help. This includes most children for whom the Authority
has issued a Statement of Special Educational Needs. A minority of children with Statements may need
provision, which is only available in one of our special schools or other specialist centres.
If your child has a Statement, you have a legal right to say which school you would prefer and the West
Sussex County Council is responsible for deciding which school they should attend. We try to arrange
school admissions for children with Statements earlier in the year than other pupils, so that we can
take account of your preference and your child’s particular needs.

TRANSPORT 
Introduction
Free transport or assistance with the cost of travel to school, may be offered by the County Council
according to which school your child attends and the distance involved. Please apply to the
Transport Co-ordination Group, Highways and Transport,The Grange,Tower Street,
Chichester, West Sussex, PO19 1RH (01243 753530).

Please note that the school transport policy and school transport arrangements are
subject to review from time to time.

Where help with travel is agreed, it will be by one or more of the following, as appropriate:
a)  a free place on a contract or school bus
b)  a rail or bus season ticket
c)  a petrol allowance where travel by car is agreed
a) by taxi, in exceptional cases only, usually for children with severe disabilities
b) a contribution towards the cost of travel.
The arrangements for transport to the secondary schools in Horsham and Worthing are slightly
different. Please see below or contact the Transport Co-ordination Group.
Travel To The  Catchment Area  School
If your child attends the catchment school for your area, free travel will be available if they live three
miles or more from the school.
Assistance will also be available where the school attended is not the catchment school but is the
nearest maintained school to the home, provided the distance criterion is met. Distance is measured
by the shortest available walking route.
It is the parent’s responsibility, where appropriate, to accompany their child on the journey to and
from school. In exceptional circumstances, however, assistance with travel may be given where the
walking route between the home and the school is regarded by the County Council as too hazardous
for the child to walk, accompanied as necessary, having regard to the age of the child and there being
no suitable alternative walking route. This does not apply where the child attends other than the
nearest or catchment school.
Travel To The  Horsham  Secondary  Schools
The policy is as set out above except that, where reference is made to ‘catchment school’, it is
necessary to refer to the relevant school (within your part of the Horsham Community Designated
Area, as divided by the north-south line).

Other Useful Information
Pupils living west of the north-south line within the Horsham Community Designated Area will receive
free school transport to any one of the three Horsham Secondary Schools, if their homes are three
miles or more by the shortest walking route from the school attended. Pupils living east of the line
are eligible only for free travel to Millais or The Forest schools.
Travel To Worthing High Schools
The arrangements for assistance with travel for children living in Worthing are as set out above, except
that where reference is made to ‘catchment school’, please use instead ‘nearest school within the area’.
Travel To A School Other Than The Nearest Or Catchment School (subject to change
before September 2008)

If your child attends a maintained school, which is not the nearest or catchment school, all transport
costs are normally a parental responsibility. However, you will be offered assistance if:
a) you would have qualified for free transport to the nearest or catchment school and;
b) the school attended is three miles or more from your child’s home and;
c) the journey to the nearest or catchment school would be by public transport for which the County
Council purchases individually priced season tickets. In such a case, you may claim, at most, the
equivalent of the cost of travel to the nearest or catchment school.
Please note that such arrangements may change whilst your child attends school, in which case
entitlement to this grant would cease.
Help cannot be given if the County Council provides buses or makes a single block payment for
season tickets, as there is no saving if your child does not travel to the nearest or catchment school.
Children from families on low income
Help is available to children from families on low income where:
■ The child is eligible for free school meals or the family receives working tax credit at the maximum
level for the case and
■ The school attended is one of the three suitable schools nearest to the child’s home and
■ The home to school walking distance is two miles or more, measured by the shortest available
walking route and 
■ The school attended is less than six miles from the child’s home, measured by the shortest road
route.
Help is also available for children from families on low income, as specified above, where a child
attends a school for reasons of religion or belief which is  two miles or more, measured by the
shortest available walking route and not more than 15 miles from the child’s home, measured by the
shortest road route, subject to there being no suitable alternative school nearer to the child’s home.

Evidence to support grounds of religion or belief will be required and the Authority will be guided by
the Equality Act 2006 with regard to definitions.
In these circumstances, evidence to support a financial assessment will be required at the time of
application. Assistance will continue for the duration of the school year. A fresh application must be
made each year to confirm that the eligibility criteria are still met.
Travel To Church Schools On Denominational Grounds
If your child attends the nearest appropriate church aided school on denominational grounds, you will get
help if they live three miles or more from the school and the journey can be made by existing public
transport. The journey time must be no longer than 11⁄4 hours from leaving home to the start of the
school session and includes walking to and from the public transport. Similarly, in the afternoon, the
journey time must be no longer than 11⁄4 hours from the end of the school session to arriving home.
Children are regarded as attending on denominational grounds as follows:
a) for attendance at a Church of England school, a parent must be a member of the Church of
England;
b) for attendance at a Catholic School, a parent must be a member of the Catholic Church;
c) for attendance at either a Church of England or Catholic school, a parent must be a member of a
Free Church that is affiliated to the local or national Council of Churches or equivalent.
Assistance may, in exceptional circumstances, be offered on denominational grounds other than a) to c)
above where the governors have satisfied the County Council that a child has been admitted for
genuine religious reasons.
You may be required to provide evidence of your Church membership/commitment to help us
determine your eligibility for assistance.
Parents whose children meet the eligibility criteria, above, will be expected to meet £270 of the annual
costs. This may be paid in termly or monthly instalments. Where a family has more than two children
of statutory school age who are travelling, the charge for the third child will be subject to 50%
reduction. The charge will be waived for any subsequent children. This does not include students of
sixth form age who are included under the post 16 transport policy.
Help is limited to the cost of travel up to ten miles. You would, therefore, need to meet the additional
cost if the distance travelled were greater, in addition to the annual charge of £270.
The charge will also be waived for children who meet the eligibility criteria, above, and who are also
eligible for free school meals or whose family receives working tax credit at the maximum level for the
case. In these circumstances, evidence to support a financial assessment will be required at the time of
application. Assistance will continue for the duration of the school year. A fresh application must be
made each year to confirm that the low income criteria are still met.
The County Council cannot provide special transport, e.g. taxis.

Other Useful Information
Change Of Arrangements For St Paul’s Catholic College – Burgess Hill
Parents intending to apply for places for admission to St Paul’s Catholic College in Burgess Hill should
note the following:
In September 2004, St Paul’s Catholic College moved to a new site in Burgess Hill. To assist with this
transition, the County Council has made exceptions to the usual school transport policy as set out in
this booklet for pupils living in the Haywards Heath area.
With effect from September 2007, transport for eligible pupils will be by a bus which carries out two
journeys in both the morning and afternoon, one operating early and one later. As a principle, children
will be allocated to either the early routes both mornings and afternoons or to the later routes both
morning and afternoons. Requests to travel on specific routes will be considered but guarantees
cannot be made.
Parents will note that the eligibility criteria include journey times by public transport.These criteria will be
applied when assessing each pupil’s entitlement, similar to all children attending church aided schools.
Travel To Special Schools And Special Support Centres
A child with a statement of special educational needs is usually treated no differently from a child
without a statement and the usual policy, as above, applies with regard to distance between home and
the nearest suitable school. If your child attends the catchment special school or a catchment
secondary school with special support centre for the area in which you live and the County Council
considers that transport is necessary because of an individual’s specific needs or disabilities, regardless
of the distance from home to school, it will be provided free of charge. More details are available in a
leaflet ‘Guidance Notes for Parents’  or the SEN Transport Policy statement obtainable from the
Special Educational Needs Team in Ambassador House, Crane Street, Chichester PO19
1RG (01243 752135).

Travel To School In Another Council’s Area
If you live in West Sussex but your child attends a school maintained by another Council, you will not
normally get help unless it is over the qualifying distance and
a) it is the nearest appropriate school to your home; or
b) where attendance is on denominational grounds and West Sussex County Council has a standing
agreement with the school. This currently applies only to Cardinal Newman School (Catholic
Aided) in Hove; or
c) you move home (see below).

Travel To Sixth Form
Details of the policy in respect of travel to sixth forms, sixth form colleges and colleges of further

Moving House – Transport Implications
If your child attends the nearest or catchment school or the nearest church aided school on
denominational grounds and you move home, you may receive help subject to reasonable costs if:
a) your new address is within West Sussex and your child continues to attend the same school and
has been following, for at least one complete term, a course leading to a public examination
(assistance will be for the duration of the course only); and
b) the journey can be considered reasonable for the student.
Concessionary Travel
If your child is not eligible for assistance they may be able to travel if there is an appropriate contract
bus, or taxi which has spare places. A contribution towards travel costs of £81.00 * per term is
required for such places. Places are given as a concession and may have to be withdrawn at short
notice if required for pupils who have an entitlement, or if the vehicle is no longer needed, or if a
smaller vehicle is used or in cases of poor behaviour. In such circumstances you would have to make
your own alternative transport arrangements.
*Correct at the time of publication but subject to change.
Concessionary seats are given for a maximum of one school year at a time and a new application must
be made annually. If there are more applications than seats available, the following order of priority
will be used:
a) children attending the appropriate denominational or catchment school - those living furthest away
having highest priority.
b) children attending an alternative school - those living nearest to the school attended having the
highest priority.
If a concessionary seat is given it will not be withdrawn during a school year in favour of a child who
has higher priority.
For those students attending the sixth form of the appropriate school and who live more than three
miles from the school, the concessionary place, once offered, will not be withdrawn where there is no
alternative public transport available.

If You Are  Unhappy With A Transport  Decision
If you are not satisfied with a decision about your entitlement to free transport or assistance, you
should contact the Transport Co-ordination Group to discuss this matter. If you feel there are special
circumstances you may write to the Director for Children and Young People’s Services for the case to
be reconsidered. In exceptional circumstances, the case may be referred to a panel of County
Councillors.
ATTENDANCE
Your child is entering an important stage in life, starting a new school. To get the best from this, they
need to attend school punctually, on a daily basis. Missing days, even odd ones, can leave gaps in their
education - every single day matters. Try and support your child by being positive about school and
encouraging them to attend unless they are medically unfit. The Education Welfare Service is there to
help pupils to access education and make the most of the education available to them. Should you
wish to speak to an Education Welfare Officer about your child’s attendance, please telephone 0845
0751007. An officer will be able to tell you the name of the relevant Education Welfare Officer, if you
need specific help.
Some important key points:
■ There are only 190 days in the school year – there are 175 days left for holidays, treats and
shopping
■ Half a day off school each week adds up to more than a whole school year missed by the age of 16.
■ If you child does start missing school contact the school without delay. Communication is very
important.
■ If pupils miss school, they miss out.
