IVF funding, policies and public consultation to revise funding

Dear NHS Heywood, Middleton and Rochdale Clinical Commissioning Group,

I would like to request further information on a few points if possible please especially with the imminent public consultation on changing the amount of funded IVF cycles from 3 to 1 for residents within the HMR CCG area.

Regarding the current policy for assisted reproduction (IVF) within the HMR CCG

1) What is the 'watchful waiting list' as in the 2018 version of the HMR CCG assisted reproduction policy and what is the procedure and for this. I cannot find any information other that the policy stating or explaining this.

2) When a person or couple that has had all relevant tests completed according to the NICE guidelines and are added to the watchful waiting list as stated in the 2018 policy for either BMI or Smoking, at this stage, if a public consultation to change the amount of funded IVF cycles was initiated and finalised after they was added to the watchful waiting list, would said couple still be entitled to the current policies funding number for IVF rounds currently standing at 3 full rounds?

3) If answer is no to question 2, at what point does a person/couple going through the process to be referred for funding and on to treatment get to keep the current amount of cycles as per the policy during a public consultation on changing said funding. What is the cut off time/stage?.

4) According to the policy, person/couple going for funded IVF must be nicotine free which is correct. Should a person/part of a couple be using a vaping device but with 0% nicotine, does this constitute a nicotine replacement therapy or is funding still offered or will they be added to the watchful waiting list and told to stop vaping the 0% nicotine device/vapour?.

5) If person/couple's BMI is too high and needs to be lowered, how long may they spend on the watchful waiting list before they are told to go and be referred back once they have corrected weight?.

6) What methods are used to test for nicotine/CO2 tests within this CCG, is it blood test with needles or the machine used by smoking cessation organisations and although the testing can be random moving forward, when does the initial tests for this begin in the process of referral/funding request.

7) What is the current average waiting time for patients on the IVF waiting list for treatment once funding has been accepted.

8) When can we expect a decision on how many rounds will be lost of IVF and when can this be expected to take effect for persons/couples going through fertility treatment.
