Thank you for your email dated 1 November 2018 in which you have requested an Internal
Review of your request for information reference ATISN 12664.
In your correspondence you have said that having reviewed the content of the documents
that we provided, you would like to understand how and why in one part it refers to an
officer making arrangements to discuss on the telephone the subject matter and then
makes no mention of an outcome. You have asked us to explain this.
As your request is asking for an explanation of the information provided, then in line with
paragraph 5.1 of the section 45 Freedom of Information Code of Practice, we feel that your
request is therefore better initially answered with an explanation rather than carrying out an
Internal Review.
Clarification regarding the information provided:
With reference to your point about one part of the information referring to an officer making
arrangements to discuss on the telephone the subject matter and then makes no mention of
an outcome.
We have assumed that by this you are referring to the copy of the email that we provided
dated 04/01/2018 from CIW to Powys Council, referenced as “Attachment 2” in our
response, in which the CIW officer asked to arrange a telephone call with Powys Council to
discuss the matter concerned.

One of the other documents provided to you in our response, referenced as “Attachment 3”,
was a file note dated 08/01/2018. This file notes records a subsequent telephone call
between the CIW Officer and Powys Council. I confirm that this is the telephone call to
which the email dated 04/01/2018 refers and is therefore the record of the outcome of that
telephone call.
This file note also noted that Powys Council were to get back to CIW on two further points.
These points were listed in the file note but were redacted from the copy provided in our
response to you due to the sensitive personal information contained within them. We do
not have a record of any further communication from Powys Council regarding these two
points as this was confirmed to the CIW Officer via a further telephone call and no file note
was made of this follow on call. However, according to our records, the CIW Officer wrote
to you by email on 09/01/2018 to advise you that she had discussed the matter with Powys
Council and confirmed to you the outcome of that discussion which included the outcome in
relation to the two points referred to on the file note dated 08/01/2018.
CIW do not have the power to investigate individual complaints against a local authority and
there was no further correspondence between CIW and Powys Council in regard to this
specific matter.
I hope that this clarifies the points that you have raised. However, if you still require a
formal internal review of your request for information ref: ATISN 12664 to be carried out,
please would you confirm this to me, quoting the ATISN reference number above.
