HS2 / TfN Sheffield Midland Station to Clayton Junction

Dear Department for Transport,

Please provide copies or details of the appraisals that have been undertaken by the DfT, HS2, Transport for the North, Network Rail or others in respect of the feasibility, impact and cost of constructing the HS2 proposed 'northern loop' between Sheffield Midland Station and Clayton junction with particular reference to:

The feasibility of electrifying this section of the route and the anticipated budget cost for the entire upgrade of the 'northern loop';

The construction work required to raise bridges, or to lower tracks, between Sheffield Midland Station and the A57 carriageway known as 'Parkway', and the anticipated budget cost for this element of the work;

The feasibility of retaining all existing passenger services that use any part of the route when construction work for the upgrades commences, and also when testing and operations commence for the proposed additional HS2 and TfN services that would operate over this line. Please confirm if any further upgrades are proposed, over and above the proposed electrification of the existing, predominantly two track line;

The impact of the HS2 proposal on the 5 stations between Sheffield Midland Station and Clayton junction. The stations are Meadowhall, Swinton, Bolton-upon-Dearne, Goldthorpe and Thurnscoe;

The impact of this HS2 proposal for commuters and businesses, throughout the north and beyond, who rely on train services that currently operate on any part of this line between Sheffield Midland Station and Clayton junction;

The impact of this proposal on existing rail franchises that operate or require access over the route including, but not limited to, Northern Rail passenger services, Cross Country passenger services, Trans-Pennine Express passenger services, East Midlands Trains access requirements, rail freight access requirements;

The impact of this HS2 proposal for citizens, commuters and businesses who rely on roads, the height of which may need to be raised to accommodate the HS2 proposal, including the impact on services, ducts, cable systems and pipes, surface and foul drainage systems, etc. within those roads, between Sheffield Midland Station and Clayton junction, and the anticipated budget cost for this element of the work;

The flood risks associated with the HS2 'northern loop' proposal;

The impact on people residing in close proximity to the route, the number of residential property losses including demolitions, the number of business property losses including demolitions and the anticipated compensation cost.

If appraisals have not been undertaken and reports can't, therefore, simply be appended to your reply, please confirm that this is the case and please provide whatever information you can within the permitted preparatory time limit.
