Dear Cambridgeshire County Council,

I was wondering if I could please request details of payments made to pharmacies for locally commissioned NHS services, for example smoking cessation, emergency hormonal contraception, supervised consumption of medicines, & needle exchange services.

If you could kindly provide this in spreadsheet(s) format, with a breakdown by pharmacy (name and address), month, service, and payment, I would greatly appreciate it (if you also have the ODS code identifier for the pharmacy, then please kindly include this also). If possible, details of the most recent 12 months worth of payments.

Good morning Oliver,

Your request is currently being consider and I am able to confirm that Cambridgeshire County Council does hold information in relation to your request and are reviewing this with a view to making a decision on disclosure.

Where we are considering applying an exemption which requires a public interest test to be undertaken, we are permitted additional time in order to properly consider the arguments for and against the application of that exemption. Where the balance is equal or in favour of disclosure, then the information would be disclosed.

At present we are assessing whether the following exemption would apply:

s43(2) Commercial Interests

This section exempts information whose disclosure would, or would be likely to, prejudice the commercial interests of any person, and this would include the Public Authority as well as the supplier(s). This is a 'qualified' exemption which is subject to a public interest test. Our intention is to complete the necessary steps and provide a final response by not later than 18th September 2018.

We have considered your request under the terms of the Freedom of Information Act and whether it would be appropriate to exempt information which would be considered to be "commercially sensitive" under section43(2). However, after deliberation, the decision has been made to provide the information in full and our full response is attached. I can confirm that no information has been redacted.
