Recruitment of Senior Managers
Dear Calderdale Metropolitan Borough Council,
For each Chief Officer vacancy within the past year, including Heads of Service, Corporate Leads, Assistant Director, Director, Chief Executive posts, please provide the following information:
1. On what date was the post created?
2. Who wrote the job description and person specification/role profile and on what date was the first and final draft produced?
3. Who and what are the job titles/roles of all those people involved in the recruitment process and which stages of the recruitment process were they involved in?
4. How was the vacancy advertised, who wrote the advertisement and how much was spent advertising the post?
5. Were external applicants allowed to apply?
6. How many internal applications were received for the post?
7. How many external applications were received for the post?
8. Please provide
a. a copy of the jobs description and person specification/role profile.
b. what was the name and job title of the lead facilitator on the recruitment project and who was their employer?
c. who designed the recruitment process and who was their employer?
d. were any assessment materials purchased from external suppliers, if so what was the cost?
9. What was the recruitment process? Please provide a copy of the timetable of recruitment events, list of questions asked at interview and all forms used by assessors
10. How many internal and external candidates were shortlisted and how many took part in the final stage of the assessment process for the post?
11. Who was the line manager for the vacant post, what was their job title, how and which parts of the recruitment process were they involved in eg were they present at interviews and if so did they ask questions, did they guide and advise the recruitment panel, if so in what way etc?
12. Who was the successful candidate for the post? Did they work for the Council?
13. If the successful candidate was an staff member
a. how long have they worked for the Council
b. what role were they operating in previously
c. what was their status in this post eg permanent, acting up, consultant, when did they commence in this post
d. who did they report to previously (name and job title required)
e. have they ever worked on a consultancy basis for the Council at any time, if so what role did they undertake, when and for how long?
f. have they acted up in any post within the preceding 5 years, if so please provide title of the post, start and end dates for the post and the reason why the acting up post was created?
14. In regard to the remit of the post, what relevant management and professional qualifications does the successful applicant have for the post and in what year/s were they acquired?
15. What technical training has the successful applicant undertaken that is relevant to the post and in what year/s was this undertaken?

Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Calderdale Metropolitan Borough Council's handling of my FOI request 'Recruitment of Senior Managers' as I do not believe it will take a competent member of staff long to extract the requested information from such a small number of recruitment files held, no doubt, in electronically and hardcopy form.
It is in the public interest to know if the best qualified, most competent and experienced people are being recruited into senior manager posts within the Council, through a fair and equal process, rather than there being a situation where by when someone dies or retires or moves on the next in line on the management structure is enabled to fill their position - which is what seems apparent from the information provided so far and a reticence to provide full information.
