Streetlight Private Finance Initiative Contract

The request was successful.

Dear Cambridgeshire County Council,

Could you please release the Private Finance Initiative (PFI) contract between Cambridgeshire County Council and Balfour Beatty relating to street-lighting.

I understand the council has released the full contract previously and has published it on its website, but it doesn't appear to currently be available via:

https://www5.cambridgeshire.gov.uk/site/...
or
http://www.cambridgeshire.gov.uk/site/cu...

I would like to request a copy be provided by email, as a reply to this request; and additionally I suggest the council places the material on its website.

Dear Mr Taylor,

I write further in relation to your request for release of the PFI contract. Having liaised with the relevant department, they have asked me to seek clarification from you:

The Contract Documentation for the PFI Contract is fairly extensive and complex.
It contains many items and financial details that we are not allowed to release due to confidentiality clauses. If you could advise us which areas you are interested in, we can then specifically seek out the relevant sections and the information which can be supplied to you, making redactions where necessary.

Once I hear back from you, I will update the team so they can continue with your request.

With many thanks & kind regards,

Tessa

Tessa,

Re: Freedom of Information Request ref 8877

I am seeking the information which I understand has been previously released and published by the council (perhaps with redactions).

I am making a request because the material does not appear to be currently available to me.

I am happy to restrict my request to the material which has previously been released by the council.

Hi Richard,

Many thanks for your email. Just to confirm that your request has been taken off hold now that clarification has been provided. Your request will be progressed and the twenty working day time limit for response will recommence from today.

However, as the information you require is that which has been released previously, I'd anticipate that you should receive a response this week.

Please note that as there are a large number of files that make up the contract, I will likely need to send you the information via a managed file transfer. This usually sends you separate emails - one with a password and then another with a link to access the files.

With kind regards.

Tessa.

RESPONSE

Re: FOI 5896 Please see attached a copy of the response and the two appendix which was provided for this FOI request.
Re: FOI 4846 These redacted files total over 45MB and will follow via Managed File Transfer.

Following some software changes, and with costs and the IT time required, we are unable to continue publishing FOI responses on our website at this point in time. Due to the extensive number of documents involved with this contract, there are no plans at the moment to publish it on the Street lighting section of the website.

I hope this information is helpful but if you are unhappy with the service you have received in relation to your request, please let me know.

Should you wish to make a formal complaint or request a review, you should write to Information Management Team, at either [Cambridgeshire County Council request email] or by post at Box OCT1224, Shire Hall, Cambridge CB3 0AP within 40 days of the date of this e-mail.

If you are not content with the outcome of the internal review, you have the right to apply directly to the Information Commissioner for a decision. The Information Commissioner can be contacted at: Information Commissioner's Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF, or via their website: https://ico.org.uk/.

Generally, the ICO will not undertake a review or make a decision on a request until the internal review process has been completed.

With kind regards

Tessa.
