How many, if any, ambulances were delayed due to Preston New Road anti-fracking incidents during July 2017?

The request was partially successful.

Claire Stephenson

Dear North West Ambulance Service NHS Trust,

Within Cuadrilla Resources Ltd's recent application (dated 13 October 2017) to adjust planning permission at their Preston New Road site in Lancashire, they have made the following statement:

"During the month of July 2017, there was a number of occasions where ambulances responding to emergency calls were unable to get to their destination using the fastest possible route due to incidents outside of the Preston New Road site. On such occasions, the ambulance returned to the M55 and used Junction 3 to arrive at their destination."

Please could you confirm whether this statement is in fact true or not, and provide any correspondence, via email or other records, that would support this claim.

Please also provide any correspondence between yourselves and Cuadrilla Resources Ltd, that may have occurred surrounding this claim.

Yours faithfully,

Claire Stephenson

Dear Claire

Further to your enquiry below, I have made contact with the local area manager, Head of Service for Lancashire and our legal department and they are all unaware of any formal submission of this information. I also confirm that we are unable to provided statistics in relation to ambulance delays experienced whilst en-route to incidents, as our reporting system does not capture this level of information.

I hope this information is of assistance.

Dear North West Ambulance Service NHS Trust,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of North West Ambulance Service NHS Trust's handling of my FOI request 'How many, if any, ambulances were delayed due to Preston New Road anti-fracking incidents during July 2017?'.

I was entirely satisfied with your reply, dated 30 October: "I have made contact with the local area manager, Head of Service for Lancashire and our legal department and they are all unaware of any formal submission of this information. I also confirm that we are unable to provide statistics in relation to ambulance delays experienced whilst en-route to incidents, as our reporting system does not capture this level of information."

However, during a submission to Lancashire County Council, an email was submitted by your Sector Manager, Graham Curry, which is completely in contradiction to your response. His email is dated 02 August 2017, so this was in circulation two months prior to your response.

Mr Curry has also made some personal observations and unprofessional remarks within this email which is unbecoming of the North West Ambulance Service's image.

I would like to see all transcripts of emails from Mr Curry and Ian Dickinson, Governance and Policing Lead, Office of the Police & Crime, relating to this matter, and in particular, any correspondence with Cuadrilla Resources, their PR agents and supporting bodies.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/h...

Hi Claire

Thank you for your email.

I can confirm that the information I provided was accurate and approved by the both the Head of Service and our Legal department prior to release. Anything Graham submitted has not been formally recorded by the Trust and Graham retired on 31 October 2017. However, I can ask our ICT department if we are able to identify any of the emails you have requested, but we will have to treat this as a separate FOI, reference number FOI942.

I hope this is ok.

Kind regards

Sarah

Re: FOI869 & FOI942

Hi Claire

Further to your email below, which refers to my response of 30 October 2017, I can confirm that as Graham Curry has now retired from the organisation his email account has been removed from our system. Having consulted with our ICT department, they have confirmed that the emails will be saved on our server, but there will be 1000's of sent emails to search through to determine what emails, if any, have been sent to or received from Ian Dickinson, Governance and Policing Lead, Office of the Police & Crime.

They have advised that if they are provided with Mr Dickinson's email address, they can do a search on that. Is this something you would be able to provide me with?

Kind regards
