Why was an Incorrect Historic Flood Event Outline Map published in 2015 for Bisham?

The request was partially successful.

Dear Environment Agency,

In 2014 (Ref: WT16240) I asked why the EA had published a patently incorrect historic flood map of Bisham which showed my property as having flooded when it has never flooded and other properties as having not flooded when they did flood. The EA apologised and wrote:

"We have reviewed the 2003 aerial photographs again and can acknowledge
that you have a valid point in stating that your property did not flood
during the 2003 flood event as indicated on the historic map.
We will update the 2003 historic flood map by the end of September 2014
and this will be reflected in the published flood map for planning
purposes by the end of November 2014. "

I have just examined the Flood Risk Assessment (FRA) for a planning application to the Royal Borough of Windsor and Maidenhead (RBWM) - 17/02984/FULL. The last page of the appendices to the FRA is an historic flood map of Bisham published by the EA in 2015 which repeats the errors of the 2003 map which I was informed were to be corrected in 2014 and which shows a completely fictional representation of the 2014 flood. The owners of many of the properties shown as having flooded when they did not in the 2014 event, will be extremely surprised and will perhaps have an explanation for their increased flood insurance premiums.

Can you please explain why this has happened and, given that the publication of such fictional flood information is highly damaging to property owners, how the position is tone rectified?

I am writing to request an internal review of Environment Agency's handling of my FOI request 'Why was an Incorrect Historic Flood Event Outline Map published in 2015 for Bisham?'.

My enquiry was to find out why, following its 2014 apology to me, the EA had re-published an incorrect 2003 flood outline on its 2015 Historic Map Flood Map of Bisham and, even more importantly, why in that same 2015 Historic Flood Map, the 2014 flood outline shows the entire area to have been within the 2014 flood outline. The 2014 flood outline is so far from the facts as to be a work of fiction.

We apologise for not answering your original email fully.

 

In 2014, we agreed to remove your property from the 2002-2003 flood event
outline. We update the Historic Flood Map in two main stages. We first
update our main internal mapping database also referred to as ‘Mapedit’
(imagemap-editing program). Secondly, we update the template the Customers
and Engagement team uses to supply flood data products to customers. It
appears that the officer in charge of your historic flood map challenge
did not complete the second stage. As a result the template used to supply
flooding products to customers did not show the latest updates. We
apologise for the confusion this has caused and are currently working to
resolve this inconsistency by early 2018.

 

We recognise that this should not have happened and as a result have
changed our training to officers that would deal with any future historic
flood map changes.

 

The Historic Flood Map shows the maximum extent of all recorded individual
Recorded Flood Outlines from rivers, the sea and groundwater springs and
shows areas of land that have previously been subject to flooding in
England and Wales. The information listed on the Flood Risk Assessment you
are referring to relates to the selected location and is not specific to
any property within it.

 

We create our maps using the best available information from computer
modelling and historic information. In your email dated 14.11.2017, you
wrote "The 2014 flood outline is so far from the facts as to be a work of
fiction." If you would like to supply additional evidence to challenge the
2014 historic flood map outline, we will be happy to advise you what type
of information is required for us to consider your request further.

 

For your information, we are currently updating the Lower Thames computer
modelling.

May I draw your attention to the EA’s earlier response by Natalie Hyde in 2014 when I had complained at the incorrect inclusion of my property, Meadow House, Stoney Ware, SL7 1RN in the 2003 historic flood outline?

Thank you for your enquiry which was received on the 6 June regarding the 
2003 historic flood outlines in Bisham. 
Members of our Flood Risk Mapping Team (Partnership and Strategic Overview 
team) attended the Bisham Parish Council meeting on 21 May 2014, to give 
an overview of the winter 2014 flooding and discuss a way forward to 
mitigate risk in the area. 
Slide 10 of our presentation showed a comparison of the winter 2014 draft 
flood outlines (referred to as LIDAR outlines as this was the method used 
to capture the data during the flooding ) with the 2003 historic flood 
outline. The aim of the slide was to show that in Bisham, the 2003 flood 
outline was more extensive than the winter 2014 outline. 
The 2014 LIDAR outline is indicative and used to compare with the 2003 
historic outline which was digitised from aerial photography. Digitisation 
can be difficult to interpret especially with shadows obscuring the actual 
flood outline, as was the case at the time the photograph was taken at 
this location. 
The historic outline is used as a precautionary approach, primarily for 
development planning purposes. Since December 2013, our Risk of Flooding 
from Rivers and the Sea map has been the primary source of information 
when communicating flood risk, as published on our website for your 
location following the link below.

This map shows your property as being at low risk from flooding.
 
We have reviewed the 2003 aerial photographs again and can acknowledge 
that you have a valid point in stating that your property did not flood 
during the 2003 flood event as indicated on the historic map.  
We will update the 2003 historic flood map by the end of September 2014 
and this will be reflected in the published flood map for planning 
purposes by the end of November 2014.  
I am sorry about the error in the digitisation process and we will be 
updating the maps to reflect the revised information.

It is quite correct that, as Natalie Hyde wrote in 2014, in Bisham the 2003 the flood outline was more extensive than the winter 2014 outline . The EA already has the information to confirm this fact and yet you have asked me to supply further evidence to challenge the false 2014 outline that is not only significantly more extensive than the 2003 outline but also more extensive than the 1947 outline. This is absurd. There is clearly a problem with your data.
Since you also write: “We create our maps using the best available information from computer modelling and historic information", it seems clear that there must be something wrong with your modelling.

If you really need more evidence to convince you that the 2014 historic flood map is a work of fiction, may I suggest that you contact the owners of the following properties, all of which are contained in the yellow-shaded historic 2014 flood outline that the EA has published:

apologised for the error in the 2003 historic flood outline in Bisham and
explained how this occurred and the timescale for rectifying this error.

 

In respect of the 2014 historic flood outline as per our email sent
earlier today under our reference number THM 68011, we do not believe that
there have been errors in the record of the 2014 flood outline. The 1947
and 2014 flood outlines have been generated using two different methods.
The 2014 flood outline has been derived from remotely sensed data (LIDAR,
photography or satellite data) and validated by our Thames area team. This
is the best information presently available.

 

Our historic flood data shows flooding to land and not individual
properties.  Floodplain extents are an indication of the geographical
extent of a historic flood. They do not provide information regarding
levels of individual properties, nor do they imply that a property has
flooded internally.

 

If you have information that you believe we may not have taken into
account, please get back to us. We will consider your comments and will
advise on the appropriate procedure.

Dear Sarah Hale

In 2014, apart from making an apology to me for wrongly interpreting LIDAR data to claim that my property had flooded in 2003, your Environment Agency wrote to me to say: "the aim of the slide (10 of the EA's May 2014 presentation to Bisham Parish Council) was to show that in Bisham, the 2003 flood 
outline was more extensive than the winter 2014 outline". Neither Meadow House nor the gardens surrounding it have flooded since it was built in 1960.

Yet you are now claiming that the 2014 flood outline which the EA has published, was (in direct contradiction to your 2014 email) more extensive than the 2003 flood outline and even more extensive than the 1947 outline. What is wrong with your Agency that you can make such a stupid claim? Is there no memory in the EA of that happened in 1947?

Bisham is within the Prime Minister's constituency. She visited Bisham during the 2014 flood. I suggest that you seek further advice quickly.
