the 51 councillors that sit at CBC receive.

Please could you show the financial breakdown for each individual
councillor.

Could you also please indicate how many committee's/ groups each member
sits on representing their ward or CBC (paid / unpaid).

 1. From the Civic & Mayoral cost centre (23300) there has been payments
totalling £485,072.15 from May 2015 through to the end of August
2017.  This excludes Political Advisor and Mayor Mike Starkie.

             I have included Salary, NI, Superannuation, Allowances,
Training Expenses, Car Allowances, Members Allowances.

             For information the current Copeland Pay Policy for 2017/2018
can be found below.

I have also attached the latest individual Members Allowance Payment
details for 2016/2017 along with the latest lists of Committee memberships
and outside body appointments, (please note both are still to be amended
by Council following the recent resignation of Cllr Hogg)

    2.Mayor Mike Starkie, for the same period and coding inclusions totals
£106,994.73.

your CEO Pat Graham received.

    3. Managing Director Pat Graham for the same period as above,
£265,824.28.  This includes Salary, NI, Superannuation, Travel Expenses
and Travel.

4.  Since May 2015 until the date you answer this FOI what is the full sum
of money spent on consultants to CBC

   4. £1,040,926, some of which is funded by PPA (Programme Partnership
Arrangements).

Firstly, I would like to thank you very much for replying and getting the info to me regarding the 4 questions – Thank you for the individual financial breakdown of councillors and outside bodies. I will set out below my questions (in brackets) and my response** to each question, which may or may not have been answered either correctly or in full or where I have extra questions arising.

**response - Thank you. I note that the information that you have given to me today only covers the period April 16 – March 17 XEL SPREADSHEET – 1 financial year. My FOI did request for it to be from May 2015 until the date this FOI is answered in full. At present that should be nearly 2.5 years on one sheet. Similar to the sheet of attendance that that Mayor Starkie posted on social media. I think it would be fair to say that when posting peoples allowances and salaries next to their attendance it makes for much more reasoned and rational debate.

**Is there no special allowance for being the Chair or deputy Chair of a committee ? – i.e Overview & Scrutiny since May 2015 Have these special allowances been omitted from either committees or outside bodies?

**Could you please extend my question to a full breakdown of the Civic and Mayoral Cost Centre (23300) with the payments totalling £485,072.15 - I wish to see every sum of money that has been spent, who to, and a description of its need from May 2015 until the day you are able to answer this FOI.

** Cliff, Are you saying that the political advisor Salary is a separate cost code - if so please could you also extend my question to see a breakdown of all expenses and salary for this position since May 2015 until the date you answer this FOI.

Unfortunately at the time of response due to the well documented recent
cyber-attack I am unable to access the 2014/15 and 2015/16 data sets in
respect of individual allowances claimed.

The ICT recovery is an ongoing project with the Council in a
repair/rebuild stage and at the time of writing I am unable to give any
timeframe for possible full recovery.

 

I will retain this part of your request on record as ‘open’ and will
endeavour to provide the required information as soon as I am able.

i.                    Please see the attached dataset with the data used
to respond to the FOI.  This pivot table runs from May 2015 through to the
end of August 2017.  I was weary of running data to a more recent date due
to the effect of the cyber-attack on financial reporting from the system. 
In worksheet '23300' there is a split of the £485,072.15.  This was the
total of £616,099.30, less Political Advisor £24,032.42 and less Elected
Mayor £106,994.73.  

** Cliff, Are you saying that the political advisor Salary is a separate
cost code - if so please could you also extend my question to see a
breakdown of all expenses and salary for this position since May 2015
until the date you answer this FOI.

Members are entitled to claim travel and expenses in line with the scheme
for attending meetings of outside bodies.  This is claimed through the
same system as if they were attending a meeting here at the Council
Offices and therefore appears as one figure.

Under the scheme members attending an outside body which pays travel and
subsistence, would claim through that individual organisations scheme and
not Copeland BCs. As such no record of such ‘external’ claims exists here.

**response – Thank you for letting me know that  £1,040,926 MILLION was
spent on consultants.   Please would you be able to send me a breakdown of
these details.  Payee number, reason , description of service etc.  I take
it this is from 2015 may until todays date?

Worksheet 'Dt 0011 + 0800 May+' is an overview of the data I was working
with for this query.  I was looking at expenditure incurred on the 'agency
staff' and 'legal & professional services' detail codes in Total.  Then
reducing this by only including invoices that we had paid and only those
that were perceived to be consultants.  I would respectfully request a
clarification of your definition of ‘consultant’ if the above information
is insufficient for your needs. Looking at the data for May 2015 through
to the end of August 2017, the total was £1,524,455.83.  This would reduce
to £1,207,141.13 if you remove ‘Horton Smith’, who are funded via a
programme partnership arrangement (PPA).  The figures are currently £166k
adrift from the £1,040,926, which was a draft figure used whilst I await
clarity on the ‘consultant’ definition.

I note that the pay policy statement included in the responses to this show the MD on a salary of 92k and the Director of Commercial & Corporate Resources on a salary of 80k. However, the response to Doug Paulley's FOI on the appointment of the Director of Commercial and Corporate Resources clearly states that the mayor has now increased the MD's salary to 98k and the Director's salary to just under 93k. It would be interesting to see the performance reviews of the 2 officers involved - they must have both performed outstandingly well to justify these massive increases.

I acknowledge receipt of your request for an internal review of Copeland
Borough Council's handling of your FOI request 'Allowances & Expenses'.

On checking my records I note there are two historical requests validated
and registered here, FOI 6452/17 dated 30 October 2017 and 6594/17 dated
03 November 2017.

I have attached copies of both my responses for your convenience.

Normally requests for internal reviews should be made within 40 working
days after receipt of our response. The two above requests were closed in
November 2017. Unless there are extenuating circumstances, requests made
more than 40 days after the response will not be considered.

Your recent request via ‘Whatdotheyknow’ does not outline details of your
complaint and given the detailed nature of the responses and attachments
your requirements are unclear.

Perhaps the submission of a new FOI request outlining your exact and
specific reasons why you disagree with our response or are dissatisfied
with our handling of your request would be beneficial.
