Thank you for your request for information received on 20 September
2017 concerning: Adult Social Care in Bexley.
This request is being handled under the Freedom of Information Act 2000.
I can confirm that the information requested is held by the London Borough of
Bexley. I have detailed below the information that is being released to you.
1. The current average number of weekly hours commissioned to private domiciliary
care providers for Adult Social Care as of August 2017
Bexley do not currently commission with private agencies for domiciliary care. We
are currently working with a framework which is due to end March 2019. We have
had to take on more agencies due to capacity issues, who we spot purchase with at
our agreed rate of £13.84 per hour.
2. The estimated Annual Spend commissioned for Adult Domiciliary Care through
private domiciliary care providers (Based on 2016)
£9,792,519
3. The type of agreements held with private domiciliary care providers commissioned
to deliver Adult Social Care services such as frameworks, Spot Contracts, Block
Contracts etc and their start/end dates
We have a framework of providers some of which have block contracts of hours and
in specific areas. This is running until March 2019.
4. The lowest and highest (based on the standard daytime week day rate) charge
rates per hour of domiciliary care charged to the local authority for Adult Social care
commissioned through private domiciliary care providers
Bexley have a standard hourly rate of £13.84, which is paid to all providers on and
off the framework. Our providers off framework are quality assured before we can
use them. We pay £10.72 for a 45 minute call, £7.36 for a 30 minute call and £4.12
for a 15 minute call.
5. When you anticipate retendering for domiciliary care services for Adult Social Care
We are currently working on Early Thoughts for our domiciliary care provision. The
current framework ends March 2019.
6. The names of the current Domiciliary Care Providers commissioned in your
authority to deliver Adult Social Care

8. Are commissioned providers required to use real-time electronic monitoring to
provide data to the local authority and if so which system?
Our specification stipulated that providers must use call monitoring (ECM). We
cannot enforce this on our providers who are Off framework but most do have ECM
systems in place.
9. The number of service users currently receiving a direct payment within your local
authority as well as the number of average hours per week.
241 clients take a direct payment to a total of 1,059.5 hours per week.
10. Is the local authority working with health partners to commission health funded
care?
Yes, we are currently working with our Health colleagues.
