can confirm the following information.  The response to a FOI request
received in November 2009 regarding expenses for staff and executive team
and CEO is attached.  Our response also applied the exemption below
regarding disproportionate effort. 
 

RE: Freedom of Information Request: Financial Remuneration of staff and
expenses

Further to your request for information of 27^th November relating to a
range of detail of financial costs. I can confirm, as required by the
Freedom of Information Act 2000, that we hold much of the information you
have asked for.

Some of the information you have requested, such as that relating to bonus
payments and expenses to senior members of staff is already in the public
domain (link to our website

 and as such is exemption from disclosure to you under the Freedom of
Information Act 2000 because the exemption available to us under S.21 is
engaged. This exemption does not require us to consider the application of
the public interest test.

Much of the remainder of the information which you have requested is held
in different systems within our organisation and it not gathered in a
context or format which is relevant to your request. This means that to
find it and collate it in the way in which you have requested would
involve in many cases manual searches of hundreds of personnel and
financial files, so much work that the cost limit of £450.00 established
by S.12 of the Act would be exceeded. We estimate that in this case costs
would certainly be considerably in excess of £750.00. Because of this we
would ask that you kindly consider whether you are able to refine the
depth and breadth of your request to a level which might allow us to
respond positively to it. One of the particular areas on which we would
appreciate some assistance and refinement relates to your request about
the use of vehicles where it would be of assistance to know what
information would be of most use to you.

However, when considering whether you are able to refine your request you
may find the information which is attached, which we are pleased to
provide you with in accordance with the duty to advise and assist under
S.16 of the Act, of use to you.

 We would be grateful if you could let us know whether you are able to
refine your request as soon as possible. Should you not feel able to do so
we will regrettably have to refuse your request for information engaging
S.12 in due course.

We do not hold a list of contracts with Deloitte LLP awarded since January
2007.   It would take a significant amount of time to identify the
individual pieces of work from the accounting records which have been
archived.  We estimate that the cost of complying with your request would
exceed the appropriate limit of £450.  The appropriate limit has been
specified in regulations and for health authorities is set at £450. This
represents the estimated cost of one person spending 3 1/2 working days in
determining whether the Department holds the information, and locating,
retrieving and extracting the information.  Under Section 12 of the
Freedom of Information Act the Department is not obliged to comply with
your request and we will not be processing this part of your request
further.

As this related to use of an executive box it is difficult to determine
the value of the hospitality.  We have estimated it at £60 based on two
adult matchday tickets for a forthcoming match at  at the current price.

during 2008/9?

We have no record of an offer by North51 of football tickets being taken
up by staff in 2008/9.

What contracts have North51 won from Jan 2007 onwards, what was the yearly
payment to North51 in 2007/8, 2008/9 and 2009/10?

We do not hold a list of contracts with North51 awarded since January

I would be grateful if you can generally assist and advise me on further questions I have below.

1) i) I had another look at your SO/SFIs in relation to Hospitality.

These mention your document “The Standards of Business Conduct and Conflicts of Interest Policy for Nottinghamshire County Primary Care Trust staff”.
Can I please have a copy of this document.

ii) During 2008/9, on what dates did the Audit Committee review the hospitality and sponsorship registers?

2)ii) Did the estimate of £50 include an estimate for food and refreshments as you had mentioned corporate hospitality in your hospitality listing?

I am surprised that you are not able to identify contract details with Deloitte over 3 years – I was interested in contract details, not individual paper invoices or payments.
I believe it is a requirement to keep details of contracts for 6 years.

Can you therefore review if you have details in your paper or electronic files which give details of contracts awarded to Deloitte and which should usually contain details of what other bodies have quoted or tendered for a contract.

From your PCT committee minutes, it appears Deloitte gave Board Development Advice, can you confirm that this work was paid for by your Trust?

If you not able to obtain details through the above, can you please answer the following:

From your central computer accounting system, are you able to identify the first payment to Deloitte in 2008/9, if so, what was the invoice date or the payment date?
If so, does your system hold information who authorised this payment?
If so, does the person who authorised the payment have information about what contract this payment referred to?

Further to your request for information from NHS Nottinghamshire County I
can confirm the following information. 
 

1) From the Trust FOI response, the following document in the The
     Trust Standing Orders below dated January 2010 does not exist.
     Has the Trust or is the Trust intending to update its Standing
     Orders to amend this inaccuracy?
    
The PCT will consider making this amendment when it next revises its
Standing Orders.

2) Did the Audit Committee review the gifts and hospitality register
     in 2009/10?
     Please supply a copy of your 2009/10 Hospitality register.

We have already answered these questions in the last response.  The answer
to the first question is no and I have attached a copy of the register.

 

3)  For the first payment to Deloitte in 08-09 of £8,342.50 on the 17th
     November 2008, please supply all information held about this
     payment on your Excel sheet, including invoice number and
     requisition number.
