Stephen Whiteside left an annotation ()
The disclosed information includes the following observations from the Council's 'specialist' officers:
Highways Team (11 December 2022) - "The proposed access and parking arrangements are considered unacceptable due to the lack of information demonstrating acceptability and safety"
Transportation Team (28 November 2022) - "Fundamental issues need to be addressed prior to any permission granted. ... Refusal would be recommended on DM29 & 30 highway safety due to internal layouts of parking requiring excessive number of long reverses manoeuvres for vehicles to enter and leave in forward gear. .... It has not been demonstrated ...how the turning area will be managed to prevent vehicles parking there and affecting servicing vehicles turning within the site. "
BUT ... the Officer Report to Planning Committee included the following statements:
At 6.7 (commenting on objections received) "Access arrangements have been agreed with highways officers including works to the roundabout/ island on Arkwright Road and access leading to the site to ensure safety".
At 8.60, "No objections have been raised by Highways officers and an acceptable and safe access would be provided for both pedestrians and vehicles". and at 8.61 "The current proposal is acceptable in terms of road safety".
AND THEN, at the Planning Committee itself (18 May 2023), the Applications Team Leader (North), told Councillors (and those watching) :
"I just wanted to point out that obviously the application has been seen internally by both the Council’s strategic transport and transport planning officers and our highway section. They have looked carefully at this and they’ve not raised any objection .. if there were anticipated to be any significant issues in terms of highway safety both our transport planners and the highways department would’ve picked that up. In this instance they’ve looked at it and they don’t see that that is going to be an issue.
Members of the Committee had raised some serious concerns about highway safety, but although the application was refused, that was NOT on any highways/transportation ground.
