I would like to make a freedom of information request for all
applications, funding decisions and correspondence concerning grants for
the arts applications made by Frieze Events Ltd, Frieze Projects and
Frieze magazine between 2013–16, including activities coinciding with the
Frieze Art Fair and the three-part series of film and essay projects
titled 'Page and Screen’, supported by Arts Council England.

 

Our Response:

 

Please see the attached zip folders for documentation relating to the
following Grants for the arts applications from the organisations Frieze
Events Ltd, Frieze Foundation and Frieze Public Programmes Ltd:

For each application we have provided the application  form, any
supporting documents submitted with the application (where applicable),
the assessment report (where applicable) and the grant award offer letter.

 

You will notice that some information has been withheld. I have explained
below why this is the case under our obligations in respect to the Freedom
of Information Act.

 

Section 40(2) – personal data

 

Section 40(2) provides an exemption from the disclosure obligation where
that information is 1) personal data and 2) where releasing the
information would contravene the Data Protection Act 1998.   

 

The Arts Council has a responsibility to hold the personal data of other
individuals securely and in line with the principles of the Data
Protection Act.  Releasing this information would contravene the first
principle of fair and lawful processing.

Many thanks for your reply and supply those documents. I would like to make one further supplementary freedom of information request regarding these applications.

On the application for funds to support Frieze Video, it states the application was made by 'Frieze Publishing Ltd', with Anna Starling, publisher, as contact. However the offer letter addressed to Ms Starling states the applicant name as 'Frieze Foundation'. I believe these are two separate organisations. Please would you make available all emails, meeting notes, and records regarding how this change of applicant was made.

Thank you for your further email.
 
We do not hold any records relating to this issue and therefore we are
unable to treat your email as a further request for information through
the Freedom of Information Act.
 
Frieze Publishing Ltd is an alternate name for the organisation Frieze
Foundation. During the standard logging process for applications, a Grant
Management Assistant will have checked our existing contact list and
linked the application form for the activity frieze video - Art writing
for the screen to the existing contact name for Frieze Foundation, which
accounts for the change in name on the decision letter.
 
We do not hold any information about the nature of the reason behind the
alternate name but you may be able to obtain an explanation by contacting
the organisation directly. I have included some contact information below
which I hope will be useful.
