INFORMATION REQUEST REFERENCE 16066
Dear Mr Pemberton,
Thank you for your information request, received on 15 July 2016. You asked the London
Legacy Development Corporation (Legacy Corporation) to provide the following information
under the Freedom of Information Act 2000 (FOIA):
“Would the LLDC confirm that no public funds have or will contribute to any football mode
seating capacity expansion from 54,000 to 60,000.”
No seating capacity expansion would be required to extend the seating capacity in the
Stadium from 54,000 to 60,000 as the Stadium was built with 66,000 seats in football mode.
The Legacy Corporation can confirm that public funds were used for the initial installation of
these seats.
The ability to use an additional 6,000 seats, from 54,000 to 60,000, would be dependent on
appropriate licensing and safety certification being obtained from the London Borough of
Newham, which will require for example additional barriers and stewarding. Other additional
operating costs, such as cleaning will also arise as a result of the increase in licensed
capacity. The details for these requirements and the price to be paid by WHU are still being
discussed between E20 Stadium LLP and West Ham United Ltd, and have not yet been
finalised. To date, no public funds have been spent on any football mode seating capacity
expansion from 54,000 to 60,000.
