PURPOSE OF PAPER:
This paper is to set out the process and arrangements for publishing PMS
inspection reports
Issue
The PMS Directorate publish their inspection reports on a weekly basis on
Thursdays only.
1. The Chief Inspector and the SLT require a list of all reports that are being
published (on the dates as below), five working days before the publication on
the intranet. This is to prepare press releases and manage and anticipate media
coverage. This means that Inspectors, Managers and Heads of Inspection are
required to complete the publishing schedule and the publishing tool by mid-day
on the Friday before the following weeks publishing day.
2. Our current system for managing publications of reports since the
implementation of the “publishing button” does not provide the Chief Inspector
and SLT members with assurance that we will only publish reports on the
specified dates.
3. This revised operating model for weekly publication of all reports will supply the
Chief Inspector and SLT members with information, assurance as requested and
support the directorate in managing the publishing of all reports in a timely,
structured manner.
Approach and actions to deliver
4. The following actions are required:
i. Inspectors to up load final version PDF reports to the publishing tool and
save into CRM.
ii. Inspectors are to continue to send their final reports to the provider post
factual accuracy checks using the current processes in CRM. (To note that
there is distinction between sending a final version to a provider and
publishing on the internet. This paper refers to the publishing of reports into
the public arena and thus on our internet page).

iii. All Inspectors must then follow and complete the digital publishing
guidance which can be found here -
Digital Publisher Guidance.
iv. Pages 17-19 of the digital publisher guidance provides details about how to
publish your reports. Page 19 refers to the setting of a publication date. Each
Inspector must only add a date from the pre-selected dates as below.
v. If an inspector adds the incorrect publishing date this can be cancelled by
the inspector and other named individuals within the organisation.
vi. Each inspector must have their report added to the publishing tool with the
date selected for publication 5 working days prior to the date to be published
i.e. on the Friday before the following Thursday. The publish button is to be
pressed with the correct pre-selected date to publish added.

viii. Each HOI will hold the responsibility for ensuring that all inspectors and
inspection managers complete the processes as above and confirm that the
details on the publishing schedule match those as added to the publishing tool.
ix. Should an inspector not have a report added to the publishing schedule and
the publishing tool by 12pm on the cut off dates as supplied above, the next
publishing date must be added.
x. A final “to be published list” will be supplied to the Chief Inspector at SLT by
close of play on the Friday before the Thursday publication.
xi. DCI, National GP Adviser, Comms and Media colleagues will then meet the
Monday prior to publications that week to agree and lock down the list.
xii. SLT will then confirm to all HOI the approved final publications list. Any
changes are to be updated by the inspector on the schedule and within the
publishing tool.
xiii. Inspection Managers/Inspectors will then contact each LMC, CCG, DGC
(where applicable) and AT. Records of contact made will be recorded in CRM.
xiv. Comms and Media team will then produce press releases for the reports
agreed to be published. Individual press releases will be completed for all reports
where there is an overall rating of outstanding or inadequate. All reports where
there is an overall rating of good or requires improvement will be included within
one press release.
xv. Regional engagement officers / managers will draft individual press releases
as required for prompt sign off by IMs HoIs, and DCIs and re-circulate final
versions to HoIs.
xvi. Regional engagement team will liaise with NHSE and DH press office two
days before publication to share a complete list, including details of inadequate
practices. Regional engagement team liaise with NHSE regional teams and
CCGs comms officers on handling of inadequate practices

xvii. Inspectors share press release (minus list of practices) with all providers
named on the release. Inspectors share individual press releases with
Inadequate and Outstanding providers, and local medical committees.
xviii. Regional engagement share press releases with NHS and CCG comms
officers. Engagement share with DH, provider reference groups and
stakeholders including MPs and local Healthwatch (Thurs).
xix. Inspection Managers and Inspectors will be sent calendar reminders to
prompt them for each task until the year end 2015-2016.
Key Success Features
5. In order for the approach to work successfully:
i. HOI will be responsible for communicating their regional actions and
requirements.
ii. Inspectors must have all reports in CRM, the publishing tool and the publish
button pressed by the dates as indicated above by 12 mid-day.
iii. All future reports will only be published on the dates as supplied above will
be set/added for publishing.
iv. All HOI will be responsible for ensuring that the publishing schedule is
accurate and complete and that this corresponds with the publishing tool, prior
to the final list being sent to the Chief Inspector and SLT members.
v. Inspectors /IMs responsible for sharing press releases with
providers/LMCs.
Risks and mitigation
6. There will be a reconciliation process each Friday between the publishing tool
and the publishing schedule to ensure that the data matches. Where possible
remedial action may be taken to ensure the two areas match but in some cases
reports will be cancelled from the publishing tool and the inspector requested to
follow due process and then upload for the next available date, ensuring that
both the publishing tool and publishing schedule have been completed correctly.
