Thank you for your request for information about the above. Your request
was received on 11/12/2015 and I am dealing with it under the terms of the
Freedom of Information Act 2000.

RESPONSE

 

1.          

 

•  A child or young person must have an EHCP (Education, Health and Care
Plan) that requires High Needs Funding

 

• It must be agreed that the allocation of a Personal Budget is an
effective way of meeting the child/young person’s outcomes as identified
in their EHCP

 

• It should be noted that without exception, the Local Authority and its
partners must ensure that public funding is used appropriately and
provides value for money

 

2.         Families who request SEND personal budgets will be recorded by
the Assessment and Planning Team. Social Care assess separately for short
breaks and will offer a social care personal budget if the case is part of
the current pilot (see question 3 for more info).

 

Education – two

 

3.         Social Care are piloting and rolling out social care personal
budgets for families who meet the eligibility criteria for the Children’s
Disability Service and have been assessed and have a support plan. Short
breaks are sometimes assessed as needed but short breaks can also be
accessed through the local offer. The funding stream within children and
families goes up to 19 although the Transition Service works with young
people aged 16-25, the funding after aged 19 comes from Adult Social Care.
The pilots run separately from the SEND personal budget although where
there is a SEND personal budget if there is a social care personal budget
it will form part of the SEND personal budget. All social care services
are costed, those families without a social care personal budget receive
services such as in house residential respite and payments through Direct
Payments
