27 year delay in processing of Definitive Map Modification Order Application: Hangingstones Lane Ripponden
Dear Calderdale Metropolitan Borough Council, Please provide your policy and practice data to explain why my Definitive Map Modification Order Application dated 30th August 1994 to vary the recorded width of Hangingstones Lane Ripponden path 51 from the erroneous four feet to record the true width of a minimum of 10 feet between the walls, has remained of the lowest priority – or no priority at all – whilst the Council has, since the Tour De France passed through the district, spent £50k on a feasibility study into the creation of the Ryburn Valley Greenway which identifies this ancient highway as a potential cycling corridor?
And provide your policy and practice data to explain why my application has not taken its natural place in the chronological order of similar applications in the interests of fair and equal treatment of modifications you are required by the public to make according to law – as soon as reasonably practicable – Wildlife & Countryside Act 1981, s. 53(3).
And in the light of the Secretary of State’s recent decision against you that a similar 29 years’ delay in the case of the DMMO application for Acre Lane is “unconscionable” [indefensible and dishonourable] what is your policy now for providing funds and obeying the law to resolve this gross inequality based entirely on mode of travel and gender in sport and leisure facilities ie opening up ancient safe horse riding routes for women and girls (Hangingstones Lane) versus creating new safe cycling routes mostly for men and boys (Ryburn Valley Greenway)
