Dear University Hospitals Coventry and Warwickshire NHS Trust,

In public interest, Please could you provide information on-
1. When is the contract with 247 Time portal started?
2.When is the above contract scheduled to end/renew?
3.Who are the named signatories please?
4.What was the total amount of money the Trust paid to 247time (or rebranded name Allocate software ) on yearly basis in the last 2 years please?
5. What was the total money paid to 247Time as a lumpsum?
6. What was the average savings for the Trust on yearly basis?
7. Can you provide a copy of the contract between Trust and 247 time portal please ? (with names of the individuals smudged if you wish/desire)
8. Is there a legally binding clause in the contract for 247time to process/pay the locum dr in a certain stipulated time period?
9. How many Locum drs have been engaged with the DE model in the last 2 years please?
10. What is the average time period from the 1st date of joining of the locum dr to the first e-approved date by the departmental authority who e-approves such timesheets) for their 1st time sheet submitted please?
11. When other software portals pay within 7 working days why 247 time has always delayed and why this process has never been corrected/rectified in the last 2 years causing detriments to Locum Drs please?
12. Why Trust has agreed for 247 time portal not to give user name and password access to individual locum drs please despite knowing it is the locum drs data so it is their right to access this please?
13. Why this should not be construed as a breach of their right to access /peruse their own data as per the existing applicable laws?

We write further to your request for information under the Freedom of
Information Act received 26th March 2021.  We have set out your request,
together with our response below. 

1. When is the contract with 247 Time portal started?

The Trust started using the 247 Time portal in April 2014

2.When is the above contract scheduled to end/renew?

The latest contract runs from March 2021 to March 2023

3.Who are the named signatories please?

UHCW Director of Operational Finance and Allocate Account Manager

4.What was the total amount of money the Trust paid to 247time (or
rebranded name Allocate software ) on yearly basis in the last 2 years
please?

6. What was the average savings for the Trust on yearly basis?

The estimated average annual savings made by the ~Trust through using the
direct engagement model for doctors is £1.653m (based upon the two year
period from April 2019 to March 2021

7. Can you provide a copy of the contract between Trust and 247 time
portal please ? (with names of the individuals smudged if you wish/desire)

We are unable to provide you with this information as this information
falls withing the FOI exemption set out at Section 43 (Commercial
interest)

Section 43(2) of the FOIA states that “information is exempt information
if its disclosure under the Act would, or would likely to, prejudice the
commercial interests of any person (including the public authority holding
it)”.

The Trust feels that the disclosure of this information would commercially
prejudice the interests of the companies and would offer a commercial
advantage to their competitors.  Further, the disclosure of this
information could also prejudice the commercial interests of the Trust
itself.  The reason we say this is that if the information is disclosed,
then all companies will see what the Trust is effectively ‘willing’ to
spend, which in turn, could deter other companies offering a lower price

8. Is there a legally binding clause in the contract for 247time to
process/pay the locum dr in a certain stipulated time period?

247 provide an IT system and a weekly payroll service which is specified
in the contract. Timesheets will be included in the weekly payroll once it
has been approved by the Trust officer responsible for authorising the
timesheet.

The payment profile for this Call-Off Contract is weekly in
arrears. However, in order to process pay all parties must approve
paperwork in a timely manner

9. How many Locum drs have been engaged with the DE model in the last 2
years please?

During the two year period from March 2019  to March 2019 to March 2021
the number of doctors engaged under the direct engagement model using 247
Time system was 584

10. What is the average time period from the 1st date of joining of the
locum dr to the first e-approved date by the departmental authority who
e-approves such timesheets) for their 1st time sheet submitted please?

The average time from the week ending date of each doctor’s first
timesheet to the week ending date in which the timesheet was approved for
payment was 14.6 days for the period between April 2019 and March 2021.

11. When other software portals pay within 7 working days why 247 time has

the last 2 years causing detriments to Locum Drs please?

This question is based on opinion (which is not already recorded) and
therefore we are unable to respond to this

We are part way through implementation of the software which will include
providing doctors access to the system

This question is based on opinion (which is not already recorded) and
therefore we are unable to respond to this
