Dear Mr Cant,
 
Freedom of Information Act 2000 - Request for Information
 
I am writing in respect of your recent enquiry for information held by the
Authority under the provisions of the Freedom of Information Act.
 
Under the Act (Section 12) the Authority has the right to refuse to
release the information where it is reasonably estimated that the cost of
complying with a request would exceed £450 (calculated on the basis of 18
hours @ £25 per hour).  On this occasion we have estimated that the cost
of determining whether we hold the requested information and locating,
retrieving and extracting it would exceed £450.  The Authority has
therefore decided to refuse your request.
 
We may, however, be able to assist you with your request if you can narrow
it down, which would reduce the search.
 
In addition, you requested Council Tax information for each year since the
year 2000. Unfortunately we only hold information since 2004 when a new
information management system was introduced within the service. The same
situation also applies to the part of your request regarding wages and
remuneration as this service also had an information management system
change in 2006 and information prior to this date is not available.
Unfortunately the search process for the information from the revised
dates (i.e. 2004 and 2006) would still exceed the £450 limit (calculated
on the basis of 18 hours @ £25 per hour).
 
Could you also please clarify your request regarding complaints with a
time span as I am unsure whether or not you are interested only in current
complaints or complaints received over a period of time. You also mention
in your request "looking for a duck house", if this is part of you
request, could you please clarify exactly what information you require.
 
If you are unhappy with the way the authority has handled your request,
you may ask for an internal review.  Please contact the Council’s Freedom
of Information Officer, Wakefield Metropolitan District Council,
Information Compliance Unit, Room 51, County Hall, Wakefield WF1 2QW, who
will arrange an internal review of your case. 
 
If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision.  The Information Commissioner can be contacted at Wycliffe

Dear Rogan, Julian,

I don't agree with you, why do you think it will cost that much. I am a computer programmer who specialised in databases and array tables.

Please tell me whos suggesting it will take 18 hours. the council tax data is held in your accouyhn t spreadsheet and its also an indicating figure used for the audit commission.

Please identify immedealy what parts of this request will take the time.

You also mention that your records only go back to 2004. Did you dispose of the data when you implemented, if not, do you still hold it in ANY FORMAT.

My Suggestion, p[lease send this to your monitoring officer.

YOU DON'T WANT TO ANSWER THESE QUESTIONS ABOUT YOUR WAGES FOR YUOIR EXEC, NOTHING TO DO WITH THE REST OF IT.

I refer to your e-mail asking to review your original request for information which was processed under the Freedom of Information Act 2000.

I can confirm that your complaint was reviewed by the Council's FOI Exemptions / Review Panel and it was agreed that in order to comply with all of your request it would take in excess of 18 hours of officers' time.

With regard to question 2 in your request 'Number of council tax bills sent' I enclose the information as requested. The information is routinely prepared by the Council for annual submission to the Audit Commission and is reasonably accessible by visiting the Audit Commission website.

Please note that we may be able to assist you with your request if you can narrow it down, which would reduce the search and would enable us to deal with your request within the appropriate limit.
