2019 Bus Tendering Process

Dear Comhairle nan Eilean Siar,

Could you please provide answers to the following regarding the recent Bus Service contract tendering

I) Why was the contract re-tendered for in May?

II) How much was spent on bringing in the TAS Partnership? - including all expenses

III) Why could the Comhairle not have just simply extended the 2014-2019 contract for an additional 5 years? (Thus saving money on all the time staff put into organising the contract for 2019-2026, all the overtime occurred because of it, all the small extensions of the 2014-19 contract)

IIII) How much have the Comhairle spent on -
A) the extension of April to July and
B) the extension of August to mid-October?

IV) How much has the Comhairle saved by undertaking this in -
A) 2019 and
B) (projected saving for) 2020?

V) Could you please provide the following information in a spreadsheet for both the first run of tendering and the second, for each of the different options, in 2 clearly labelled worksheets (example of worksheet name - T1Op1 (Tender 1 Option 1))

-> A list of all the different contracts that went out to tender with the different bids that were received for each contract including the Operator Name and bid price, with the winning bid first and the losing bids in order below (please state whether the price is for 1 year or for the full 7 years and whether it is including or excluding VAT and if applicable, the rate of VAT)

VI) please state whether any operators are going to sub-contract the route
