Request details of process to appoint developer of Romney Weir for hydropower following the withdrawal of npower

The request was successful.

Dear Environment Agency,

In 2009 npower withdrew from developing Romney Weir in Windsor for hydropower. Can you please tell me how many developers were involved in the process to replace npower? How many developers submitted expressions of interest and how many went forward to the final interview selection process?

Were bidders to replace npower at Romney Weir subject to the same process that was used to select developers for Marlow Weir?

Thank you in anticipation.

Yours faithfully,

Mike Post

I understand that by law the Environment Agency should have replied to my FOI request within 20 working days.

Is it the case that there was no process to appoint the developer of Romney Weir for hydropower following the withdrawal of npower?

Dear Enquiries Unit,

I think there is a little bit of confusion. I requested the details (your ref: 130507/TF21) of the process to appoint the developer of Romney Weir for hydropower following the withdrawal of npower. You have sent me the response to another FOI request that I had made requesting details of SEPEL hydroelectric potential of the Thames report, which I have already seen thank you.

I look forward to receiving the information about the process to appoint SEPEL to develop Romney Weir for hydropower.

Thank you in anticipation.

Yours sincerely,

Mike Post

Dear Enquiries Unit,

I am advised to ask for an internal review
of your apparent failure to respond to my request for details of the process to appoint SEPEL to develop hydropower at Romney Weir following the withdrawal of npower.

It is material that SEPEL, whose CEO claimed in October 2012 (in the publication "International Water Power and Dam Construction") that the grant had already been awarded, that SEPEL is in line to receive public funds via an ERDF grant for hydropower development, for which the Royal Borough of Windsor and Maidenhead is lead partner, should an ERDF grant be awarded.

Thank you in anticipation.

Yours sincerely,

Mike Post

Dear Mr Post

Our Ref WT 10525

Thank you for your e-mail requesting an internal review.  We are treating
your email as a complaint that we did not follow our internal procedures.

We can find no record of your original e-mail having been forwarded to the
West Thames Area Office.

I have obtained a copy of your initial request dated 5 May, requesting
information about Romney Weir Hydropower, from the "what do they know web
site".  I trust this is the correct e-mail to which you are seeking a
response.

We are now dealing with your request for information and looking into why
you did not receive a reply to your initial e-mail.  We will let you have
a response as soon as possible.

The EIR require us to provide you with a response to your request for a
review within a maximum of 40 working days which we calculate to be 29
August.  However, we anticipate we will be able to respond to you well
before this date.

If the review concludes that we did follow our internal procedures, and
you are still not satisfied, you can then make an appeal to the
Information Commissioner, who is the statutory regulator for Freedom of
Information.  The address is: Office of the Information Commissioner,
Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF.

Tel: 01625 545700.

Fax: 01625 524 510.
