14 days Grace period

Dear Home Office,

I was wondering if you could please clarify Home Office's (HO) section 3C and 14 days grace period.

While I understand that the section 3C applies if the application is made on time. I am a bit confused about the 14 days grace period. What happens if the application is made on time but the HO takes 1 year to respond and refuses the application without in county appeal. Does the 14day to make a fresh claim start from the date on the letter or from the date the letter is received?

The purpose of section 3C leave is to prevent a person from becoming an
over stayer. This can only be used when a person has made an in-time
application to extend their leave and are awaiting a decision on that
application or while any appeal or administrative review they are entitled
to is pending.

Also, you haven't replied to my other question...when does the 14 days grace period start? - from the date, the decision is made by the Home Office or when the applicant receives the decision?
