EEA Family Permit Initial Residence

This is a FOI request.
You have on your website EUN02, material apparently for ECOs for
use in deciding EEA FP applications (ref:

You also have the MODERNIZED GUIDANCE for EEA Family Permits (ref:
http://www.ukba.homeoffice.gov.uk/siteco...)
I assume that ECOs also have a copy of the European Free Movement Directive and Immigration (EEA) Regulations 2006 (and subsequent tweaks).
I can understand that Article 6 of Directive 2004/38 states that a citizen has the right to remain in another member state for a period up to 3 months without any formalities and conditions and this right also extends to their family members
1. Could you please confirm that this information (Directive Artilce 6) is circulated to all Entry Clearance Officers?
2. Existing documents that describe the mandatory and optional (EEA related) training that ECOs receive.
3. Can you please provide me with any additional free-movement specific policy or guidance material used or referred to by ECOs in the course of their work on EEA Family Permits, particular to analyze EEA Family permit application qualify for Initial Right of Residence in the UK. I am not interested in material which is already posted on your web site.

Can I get copy of BBC article or weblink?

Issuing clear, concise information to your guys at the gates to UK, makes every one far more pleasant when we all know the correct rules and requirements.
I can see it is just as difficult for you as the "Gate Keepers" as it is for us with the correct keys.

I agree with you Goerge that we must get correct rules and requirement, particular for genuine applicant(s), but I was really wondering after all this professional training still ECO’s are refusing applicant on non-sense point(s), neither written in law nor in policies, this simply wasting of applicant time and indeed some quid.
