Concerning the 13 supply chain partners to collaborate regionally conducting £8.7 billion of work on England’s motorways and major A roads announced yesterday. The information I am seeking is

The criteria for appointment and how efficiency has been judged.
What caused performance to be the basis, not price
Who submitted tenders for the projects
What links do the contractors have to employees of Highways England
How the contractors satisfied the criteria for selection and appointment
The company numbers of the appointees and their size
The performance measurement
The incentivisation and reward programme for each
The due diligence Highways England undertook of the contractors before making the appointment.
