T & L Development Site Bucks PCT

We're waiting for helen Wilkinson-Makey to read recent responses and update the status.

Dear Buckinghamshire Primary Care Trust (PCT),

I contacted Bucks PCT several months ago when I made an FOIA request to Dr Geoff Payne Medical Director concerning the T & L Development Site at Lane End and possible building of a new GP Surgery. Dr Payne referred me to Marlow Medical Group who have said they have "no data" on the development. Since then at the Lane End Parish Council meeting the developers Top Event Management have said there is on going discussions with the PCT and an unnamed GP Surgery.

As public monies are being invested in this development and the development is taking place in my very street please may I request the following:

1. The name of the GP Surgery involved in the discussions relating to the development?

2. All correspondence, notes and minutes relating to the Surgery development.

3. Can you confirm that LSP Developments http://www.lspdevelopments.co.uk/ are involved this development?

4. Can you also confirm the Assura Group are involved in the development http://www.assuragroup.co.uk/

5. Will the PCT be putting the new Surgery out to a formal tendering process so the villagers can have some input into which GP's takeover the new Surgery development/premises?

As per Section 4a of Part 1 of the FOI Act

) I would like the information in question held at the time when my
request is received (draft or otherwise), except that account may
be taken of any amendment or deletion made between now and the
latest time by which the information is to be communicated to me,
being an amendment or deletion that would have been made regardless
of the receipt of my request.

I would be grateful if you would be kind enough to send me the
requested information promptly and in any event not later than the
twentieth working day following the date of receipt of my request -
that is by then end of the working day of 31st August 2010.

If my request is denied in whole or in part, or specific items
within the responses are withheld from disclosure, then you must
justify all deletions by reference to specific exemptions of the
act, as per Section 17 of the Act

). Where you rely on a qualified exemption to withhold disclosure,
you are obliged to consider the public interest in your decision
and the refusal notice must explain not only which exemption

I wish to receive the information by email; I believe such a
request would be reasonable in these circumstances. As per Section
11 of Part 1 of the FOI Act (

) I would be grateful if you would "so far as reasonably
practicable give effect to that preference"; if you determine that
it is not reasonably practicable to comply with this preference
then you are required by law to notify me of the reasons for your

particular request originates from.

I would be grateful if you would kindly acknowledge receipt of this
request as recommended by the ICO ("It would be good practice to
acknowledge receipt of requests and to refer to the 20 working day
time limit, so that applicants know their request is being dealt
with").

Any correspondence at all electronic or paper. This development will have a huge impact on the village and a lot of villagers are very unhappy about it.

I am requesting everything so we can get true picture of what exactly is going on.

This is especially important as as you are aware Dr Geoff Payne said in my previous FOIA the PCT had no information for me to contact Marlow Medical Group. So we FOIA Marlow Medical Group twice who are saying they have "no data". I have received NO response to my FOIA's concerning Gracewell Health Care, Marlow Medical Group, Top Event Management Ltd or how the PCT will monitor the GMS contract to ensure any income the GP Practice receives will not be over 10%.

Please read all 3 of FOIA's these request is now very overdue.

I am now formally requesting an Internal Review of this issue.
