Information regarding the installation of community play equipment on local authority run primary school premises

Kindly send me all relevant details of North Kesteven District Council/Billinghay Parish Council/Lincolnshire Parish Council
records relating to grant application forms, correspondence,
personnel involved and any other information regarding the
following:

- National Lottery funded community play (iPlay from
www.intelligentplay.co.uk) equipment (costing approximately
£25,000) installed on Lincolnshire County Council’s Billinghay
Church of England Primary School premises

- All details of 'village and surrounding areas' community
consultation regarding the installation of above play equipment

- The exact wording on grant application forms that secured the
funding to be issued for ‘community use’

- Details of all councillors and/or personnel who authorised the
installation of community play equipment on local authority run
school premises including the dates these meetings were held

- Dates of consultation within the school (governors, school
council, staff, leadership team etc) and when this installation was
authorised

- The timescale from the date that this funding was applied for,
fully consulted on within the community, installed and came into
full community usage

- Details of times when the equipment is available and/or
unavailable for school use and community use

- Details of dates of any impact assessments carried out with local
residents (noise pollution from electronic sounds, access etc)

- Details of any relevant planning regulations that may or may not
have affected the decision to locate the equipment on the current
site

- Details of how the present site was selected and other sites that
were considered but not chosen

- Details of who holds ultimate responsibility for managing school
and community access to the play equipment and in dealing with
noise and other issues that arise

Consultation carried out with Billinghay Church of England Primary School
Council (including teacher responsible for the council)  and the BIZ on
23^rd April 2012. Further presentation to the Primary School by members of
the School Council on Thursday 26^th April 2012.

     - The timescale from the date that this funding was applied for,

     fully consulted on within the community, installed and came into

     full community usage

Funding was applied for on 24^th May 2012.

Funding was confirmed on 22^nd June 2012.

Equipment was installed in week commencing 20^th August 2012.

Consultation has been covered in earlier responses.

It is intended that The equipment will be available for supervised
community use by the end of October, once the necessary additional CCTV
equipment and the booking facility has been put in place.

 

     - Details of times when the equipment is available and/or

     unavailable for school use and community use

    The equipment will only be accessed under supervision until such as
time as is agreed by local residents.

The equipment will be available to the school during school hours.

The equipment will be available to the community out of school hours, by
prior arrangement only and between 10am and 9.30pm (5.30pm during winter
months).

 

     - Details of dates of any impact assessments carried out with local

     residents (noise pollution from electronic sounds, access etc)

  None carried out as yet. Impact assessment due to be carried out when
the equipment is switched back on, before the end of October.

  

     - Details of any relevant planning regulations that may or may not

     have affected the decision to locate the equipment on the current

     site

None required.

 

     - Details of how the present site was selected and other sites that

     were considered but not chosen

     - Details of who holds ultimate responsibility for managing school

     and community access to the play equipment and in dealing with

     noise and other issues that arise

 

Responsibility for access will be managed in partnership by Lincolnshire
County Council, North Kesteven District Council and Leisure Connection.
Any noise or other issues that arise and cause concern to residents must
be reported to the antisocial behaviour team directly at NKDC.

 

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted to the Freedom of Information Officer within two months of the
date of receipt of the response to your original letter either via email
