Hello All,
I have no problem with Simon Bentley and myself coming to Wales on 19 May
but I would have hoped that
before then you would have identified somebody
to take this work forward within the individual regions/consortia. You should
also be able to give us a rough estimate of whether you need any funding to
backfill for the nominated individual’s post – we certainly don’t expect the work
to take the full two months that we have allowed in the programme, and would
like that asap. Funding for this is obviously limited so please be realistic.
If it is to be the 19th May we would then need to hold our one day workshop
for those doing the work in the following week. At that meeting we would issue
the documentation that needs to be completed and give some guidance as to
what we are looking for and the financial parameters we are working in.
The final deadline for submission of the completed proposals will probably be
shifted to the end of July. We are anxious not to delay the work any further so
would prefer to meet before 19 May but if not so be it.

The UASC Reform team would like to schedule a meeting during the week beginning
27th April to discuss the timescales and future roll-out of the UASC Reform
Programme. The session will offer a chance to discuss the funding available to
develop service models, tweak the timescales (if needs be) indicated in Jerry
Harland’s email sent out on the 23rd March and raise any queries about the
programme in general. The potential dates are as follows:

The meeting will be held at the LGA in London. Can you please let me know which

Through the Network a number of us have already spoken about the UASC Reform
Programme regarding the Timetabling and the ‘Project Management’ for the period
up to July 2009. Colleagues of course will respond to you individually.
The West Midlands position is that the Programme implementation is still under
discussion.
As you will be aware, I met with Jerry Harland on Thursday 2nd April. I wanted to
secure clarity for myself, regarding the timetable outlined within the e-mail you refer to
of the 23rd March 2009 and what ‘Project Management ‘funds would be available. At
that meeting of the 2nd April Jerry was committed to sending out a further e-mail
within two weeks to all Migration Partnerships, clarifying the timetable, giving further
details regarding UKBA ‘s expectations and indicating what funding would be
available. In addition it would be explained that the implementation date for the
Reform Programme would be Post April 2010.
I meet with Chief Officer lead representation within the West Mids on Monday 6th April
and then with WMSMP Chair on 7th April to consider the outcome of my discussions
with Jerry and to plan a way forward. It was decide to defer any formal response on
the Reform Programme until after the Joint Councils meeting in London on Thursday
9th April.

I thought I would give you an update as to where we are now with the UASC
Reform Programme.
We have recently received approval and – more importantly – the funding to
enable us to approach Local Authorities, either as Consortia or as individual
authorities, and seek their proposals to become specialists as envisaged in the
UASC Reform Programme.
Our timetable is as follows:-
• By
mid-April seek details from Regional Strategic Migration Partnerships
as to who would be tasked with preparing the proposal/response for UKBA.
We would also need to know the cost of replacing/back filling for the person
involved in doing the work. We are still looking at a number of authorities –
Glasgow, Liverpool, NW Consortium (based on Manchester). NE Consortium
(based on Newcastle and surrounding authorities), Yorkshire and Humberside,
Wales, East Midlands, West Midlands and East of England becoming involved
as specialist authorities with the Gateway Authorities of Kent, Hillingdon,
Croydon and West Sussex becoming involved at the front end of the UASC
process.
• By
end-April, UKBA complete the work on the proposal packs –
including advice on what costs should be included, how any caveats should be
set out. Finalise the specification with West Midlands.
• Early
May. One day workshop to be held with participants to provide
advice on completion of templates. Two representatives per Region/Authority
to be invited to attend, along with representatives from UKBA.
Documentation packs will be issued at the meeting.
• Early
June. Visits by UKBA to those working on the proposals to answer
any questions, confirm that they are on the right track etc.
• Mid
July. Completed templates to be returned to UKBA.
This gives LAs over two months to complete any documentation for UKBA
and gives time for those working on the proposals to seek any clarification that
is necessary in completion of the document.
Once the documentation has been returned to UKBA we will analyse them and
determine the feasibility of taking the work forward to the next stage. This
stage will undoubtedly involve LAs seeking political approval to move
forward and will require UKBA to give sufficient guarantees on issues such as
the Leaving Care Grant and future funding, removals of former UASC etc.

Dear All,
I thought I would give you an update as to where we are now with the UASC Reform
Programme.
We have recently received approval and – more importantly – the funding to enable
us to approach Local Authorities, either as Consortia or as individual authorities, and
seek their proposals to become specialists as envisaged in the UASC Reform
Programme.
Our timetable is as follows:-
• By
mid-April seek details from Regional Strategic Migration Partnerships as to
who would be tasked with preparing the proposal/response for UKBA. We would also
need to know the cost of replacing/back filling for the person involved in doing the
work. We are still looking at a number of authorities – Glasgow, Liverpool, NW
Consortium (based on Manchester). NE Consortium (based on Newcastle and
surrounding authorities), Yorkshire and Humberside, Wales, East Midlands, West
Midlands and East of England becoming involved as specialist authorities with the
Gateway Authorities of Kent, Hillingdon, Croydon and West Sussex becoming
involved at the front end of the UASC process.
• By
end-April, UKBA complete the work on the proposal packs – including
advice on what costs should be included, how any caveats should be set out. Finalise
the specification with West Midlands.
• Early
May. One day workshop to be held with participants to provide advice on
completion of templates. Two representatives per Region/Authority to be invited to
attend, along with representatives from UKBA. Documentation packs will be issued
at the meeting.
• Early
June. Visits by UKBA to those working on the proposals to answer any
questions, confirm that they are on the right track etc.
• Mid
July. Completed templates to be returned to UKBA.
This gives LAs over two months to complete any documentation for UKBA and gives
time for those working on the proposals to seek any clarification that is necessary in
completion of the document.
Once the documentation has been returned to UKBA we will analyse them and
determine the feasibility of taking the work forward to the next stage. This stage will
undoubtedly involve LAs seeking political approval to move forward and will require
UKBA to give sufficient guarantees on issues such as the Leaving Care Grant and
future funding, removals of former UASC etc.

In Solihull the uncertainties are mounting and (re)creating some significant issues in terms of:
• Policy - as you know we were pro-Reform in principle but now have no idea what to think
(and business as usual is deeply unsatisfactory);
• Funding – linked to the above, we are no further ahead with a sustainable financial
model and consequently our medium term financial planning in relation to UASC and 18+
(especially 18+) is being compromised;
• Politics – the sensitivities in relation to subsidising a National funding system with
Council Tax (and other issues) are well known.
We are also closely monitoring community cohesion impacts and, worryingly, there is a recent
rise in FoIs which do not appear to have a benevolent motivation.
Any sense of direction would be much appreciated.

Please see the email below from Jerry Harland regarding the UASC Reform Steering
Group ‘post-18’ and ‘front-end’ sub-groups that you have kindly agreed to attend.
UKBA are in the process of reviewing the direction that they want the Reform
Programme to take so, as outlined by Jerry below, can I suggest that we postpone
organising meetings of the main UASC Reform Steering Group and the ‘front-end’
processes sub-group until there is more clarity about the situation. Hopefully, the LGA
Asylum and Refugee Taskgroup meeting on the 15th January will provide that clarity
as Phil Woolas will be attending and the UASC Reform Programme will be one of the
main issues to be discussed.
That said, Jerry Harland would still like to go ahead with the Post-18 issues sub-
group and has suggested two dates: 15th or 29th January. Could the members of the
Post-18 issues sub-group please let me know which date is preferable and whether a
morning or afternoon meeting is. Please let me know by the 8th January so that I can
try and arrange a venue etc.

Sorry I meant to get back to you sooner. The position at the moment is that
although we would like to see the two working groups start their deliberations,
we need to first of all get clues from the top of UKBA as to a) the likelihood of
any further monies being made available to cover the shortfalls that are
inevitably going to be discovered when we sit down to talk about how we
resolve the post-18 issues and b) the direction they wish UASC Reform to
take.
I think that until the organisational structure has been confirmed post-Brian’s
departure that any contact about UASC should at the very least be copied to
Simon Bentley and myself, as we do the bulk of the day to day work on the
reform programme. There is a Director, Keith Lambert, who has been
appointed by Dee but he has a much wider role in Immigration Group that
Brian never had. You obviously have my e mail address the others are:-

Although I think the position regarding the direction of UASC Reform is not
particularly clear at the moment I would like to suggest a couple of dates
when we could have the first meetings of the Post-18 Group. Either Thursday
15 or Thursday 29 January. We could meet here but it might be more
appropriate to meet in Central London, perhaps from either 11.00am to
13.00pm or from 14.00pm to 16.00pm. Both Simon and myself are quite
relaxed about when or where we hold the meeting but think that two hours
would be adequate on the first occasion.
As for the “front-end” processes working group I have to leave that until the
New Year as the membership from UKBA is rather more complicated for this
group.

Purpose of this event
This event aims to:
• explore issues and solutions to the problems facing destitute A8 and A2 migrants
who have limited access to public funds (NRPF)

having spoken to colleagues in the South, I have asked for some advice from the ADCS
regarding the project management of the UASC reform programme.
Lesley attended the LGA members task group and has since left the South East Strategic
Partnership, what was it the LGA tasked RSMPs with doing?
I'm concerned that some RSMP managers (me for one) do not have the child care expertise
required to project manage the programme - I'm sure ADCS will take a view regarding this,
are ADCS being consulted separately and are they happy for RSMPs to enter negotiation
effectively on their behalf?

Hello All,
I have no problem with Simon Bentley and myself coming to Wales on 19 May
but I would have hoped that
before then you would have identified somebody
to take this work forward within the individual regions/consortia. You should
also be able to give us a rough estimate of whether you need any funding to
backfill for the nominated individual’s post – we certainly don’t expect the work
to take the full two months that we have allowed in the programme, and would
like that asap. Funding for this is obviously limited so please be realistic.
If it is to be the 19th May we would then need to hold our one day workshop
for those doing the work in the following week. At that meeting we would issue
the documentation that needs to be completed and give some guidance as to
what we are looking for and the financial parameters we are working in.
The final deadline for submission of the completed proposals will probably be
shifted to the end of July. We are anxious not to delay the work any further so
would prefer to meet before 19 May but if not so be it.

I trust you are well and had an enjoyable Easter.
Through the Network a number of us have already spoken about the UASC Reform
Programme regarding the Timetabling and the ‘Project Management’ for the period up to July
2009. Colleagues of course will respond to you individually.
The West Midlands position is that the Programme implementation is still under discussion.
As you will be aware, I met with Jerry Harland on Thursday 2nd April. I wanted to secure clarity
for myself, regarding the timetable outlined within the e-mail you refer to of the 23rd March
2009 and what ‘Project Management ‘funds would be available. At that meeting of the 2nd
April Jerry was committed to sending out a further e-mail within two weeks to all Migration
Partnerships, clarifying the timetable, giving further details regarding UKBA ‘s expectations
and indicating what funding would be available. In addition it would be explained that the
implementation date for the Reform Programme would be Post April 2010.
I meet with Chief Officer lead representation within the West Mids on Monday 6th April and
then with WMSMP Chair on 7th April to consider the outcome of my discussions with Jerry
and to plan a way forward. It was decide to defer any formal response on the Reform
Programme until after the Joint Councils meeting in London on Thursday 9th April. I am now
awaiting the outcome of the JCM and will get back to you shortly. Concern was expressed in
my Regional meetings as to the late Implementation date and that such a delay would not
help in sustaining from Officers and Politicians ongoing commitment to eventual
Implementation.

end-April, UKBA complete the work on the proposal packs – including
advice on what costs should be included, how any caveats should be set out. Finalise
the specification with West Midlands.
• Early
May. One day workshop to be held with participants to provide advice on
completion of templates. Two representatives per Region/Authority to be invited to
attend, along with representatives from UKBA. Documentation packs will be issued
at the meeting.
• Early
June. Visits by UKBA to those working on the proposals to answer any
questions, confirm that they are on the right track etc.
• Mid
July. Completed templates to be returned to UKBA.
This gives LAs over two months to complete any documentation for UKBA and gives
time for those working on the proposals to seek any clarification that is necessary in
completion of the document.
Once the documentation has been returned to UKBA we will analyse them and
determine the feasibility of taking the work forward to the next stage. This stage will
undoubtedly involve LAs seeking political approval to move forward and will require
UKBA to give sufficient guarantees on issues such as the Leaving Care Grant and
future funding, removals of former UASC etc.

I agree with you that Jerry should attend the Network meeting in Wales regarding UASC
Reform Programme.Furthermore I think we should discuss in more detail the CRD and Next
Steps following Emily’s presentation at the LGA and LA’s responses to the Draft Re-
Imbursement Guidance. I should also like to have discussions regarding the outcomes to the
RMP Review and now that the future of the Enabling Grant is to be a formal Recommendation
of the Review, the likely impacts on the activities of the Partnerships post 2010.Plus where we
are with regard to a standard format for Partnership Business Plans and submissions of
Regional plans linked into the anticipated Regional UKBA Business priorities. Also feedback
from NAOF.

The UASC Reform team would like to schedule a meeting during the week beginning 27th
April to discuss the timescales and future roll-out of the UASC Reform Programme. The
session will offer a chance to discuss the funding available to develop service models, tweak
the timescales (if needs be) indicated in Jerry Harland’s email sent out on the 23rd March and

Through the Network a number of us have already spoken about the UASC Reform
Programme regarding the Timetabling and the ‘Project Management’ for the period up to July
2009. Colleagues of course will respond to you individually.
The West Midlands position is that the Programme implementation is still under discussion.
As you will be aware, I met with Jerry Harland on Thursday 2nd April. I wanted to secure clarity
for myself, regarding the timetable outlined within the e-mail you refer to of the 23rd March
2009 and what ‘Project Management ‘funds would be available. At that meeting of the 2nd
April Jerry was committed to sending out a further e-mail within two weeks to all Migration
Partnerships, clarifying the timetable, giving further details regarding UKBA ‘s expectations
and indicating what funding would be available. In addition it would be explained that the
implementation date for the Reform Programme would be Post April 2010.
I meet with Chief Officer lead representation within the West Mids on Monday 6th April and
then with WMSMP Chair on 7th April to consider the outcome of my discussions with Jerry
and to plan a way forward. It was decide to defer any formal response on the Reform
Programme until after the Joint Councils meeting in London on Thursday 9th April.

I thought I would give you an update as to where we are now with the UASC Reform
