The Priory Extra Care Housing Project – Risk Sharing Agreement
I am writing to you at this time, to confirm the Council’s commitment and
support for the Priory project in Hungerford. This is given as a reflection of the
ongoing partnership working between our two organisations and seen as a
further step in strengthening our working relationship, building on the success
of other projects.
You will be aware that the Council has been working to agree the Heads of
Terms for entering into a Risk Sharing Agreement with Sovereign
South+West. However, this is new ground for us and has meant that we have
needed a more detailed consultation process and will therefore, be subject to
the full Executive cycle.
I understand that this may present difficulties to the project timelines, most
specifically I understand the need to go to Public Consultation at the end of
May 2010, to allow the submission of a full Planning Application by
September 2010 and give the opportunity to submit a grant application to the
Housing and Communities Agency by the end of March 2011.
Please be assured that the Council is committed to the development of extra
care housing at the Priory, which is integral to modernising care & support
services for older people in West Berkshire. The Priory Project will offer much
needed capacity and ensure that services available to residents in the west of
the district.
I hope that this letter goes some way to re-assure you of the Council’s
commitment to the partnership at the Priory, including the sharing of risk and
that your Board feel able to continue with the project as planned, including
developing the Planning Application whilst we go through our final decision
making processes.
