I Have received a communication from a person who wished to remain anonymous, claiming to be from an organisation not in any way related to this request.

They stated that they been made aware of an email from the Clerk of Sutton and Barlavington Parish Council which had been sent to multiple addresses and that it's content may be prejudicial to my request.

Therefore for transparency I request that any emails or letters relating to this request are also provided with this request. This is to assure me that confidentiality, where needed, is maintained and the content of communications relating to the request and the recipients of it are within the scope of the request.

I refer to your email below. Bignor is not part of The Common Parish Council of Sutton and Barlavington. It does not have a separate Parish Council but a Parish Meeting. You will need to contact Chichester District Council re the contact details of Bignor Parish Meeting.

The agendas and minutes of the Common Parish Council of Sutton & Barlavington are public documents and you arrange a mutually convenient time to view the documents in a public place.

I have reviewed the agendas for the meetings from September 2002 to March 2012 (The May 2012 minutes have not yet been approved by the Parish Council and are therefore not available to the public).

I have attached the Freedom of Information Publication Scheme adopted by the Parish Council on 21 January 2009. This outlines the cost of providing the information you have requested. The cost of the agendas and minutes is 10p per sheet. If you would like me to print off the agendas and the minutes please provide a postal address of where the documents, together with the invoice, should be sent to. Please note that the documents will only be sent once payment has been received for the requested documents. For an idea of the cost involved - there are 16 pages for the 14th March 2012 minutes. Alternatively you can arrange a time to view the documents in a public place where a photocopier is available for you to photocopy (at your cost) any pages you wish to photocopy. I would suggest a local library.

Due to the number of minutes required, and the size of each pdf file approx 597KB per set of minutes, it will not be possible to attach the minutes to this email.

I refer to your request below. In order to establish the chain of events I need to know which communication you refer to and to whom it was originally sent from and to. A copy of the original email referred to below would also allow me to find out what has happened. I can then track the line of communication. As clerk I am not aware of any communication sent from this office relating to your Freedom of Information request being sent to any third party outside the Parish Council.

The email came from the Clerk Email address and was sent to multiple people, some of which were nothing to do with the request. One of these unrelated parties contacted us and raised concern over the content.

As the email was an official email and in direct response to our FOI request then I would like to see it in it's original form so I can see if there is something int he email that needs addressing.

This way we are not relying on third party information which maybe inaccurate.

If you are having trouble finding it then I can ask for a copy to be sent to me, then i can send it to you here and you can confirm/deny its content instead?

We only need the minutes relating to Broadband/Internet provision within the parish as you have listed.

If they are PDF files then they could be emailed, sending 4 or 5 per email at the size you mention will work fine. Admittedly if you are sending them via a BT line service the upload speed is rather slow but they will get there eventually.

I would prefer them as electronic documents, not printed . We run a paperless business here as much as possible.

you also say the May minutes are not ready, however you seem to have missed April, are these ready?

If there is a charge for emailing the PDF's then please declare this , then we can reimburse accordingly

If you are the only person sending from the suttonbarlav email address and you are the only Louise Collis - Clerk then i would rather you provided the information requested as legally required and now considerably overdue. I can of course request it from the recipient but i would prefer it came as authentic from the sender.

In case you have forgotten, this is any email or written communication relating to this FoI request. It is a simple request that your reluctance to comply with is only adding to my concerns.

With respect to the requested documents, again please respond to this request and attach the PDF's. Email will happily take 5 MB of attachments per send, usually much more. This is by far the cheapest and simplest solution and you have Broadband.

If these simple requests continue to be a problem then advise so I can pass this to the information commissioner as a failure of your obligations under the FoI act.

Further to my email earlier this week, I have been trying to converted the minutes listed in my email 28 June to pdf files, however as you can see from the list of meetings, where the subject of broadband was covered, there are 30 sets of minutes to convert. I am the only person employed by the Parish Council and I am employed 4 hours a week and therefore I am trying my best to be as fast as I can. Please find attached the first 5 sets of minutes:-

As stated in my earlier email, the Common Parish Council of Sutton & Barlavington only have meetings every 2 months - January, March, May, September & November each year.
