I write in response to your correspondence, dated 30th January 2012. 
Please accept my sincere apologies for the delay in responding to your request.   
As the information you requested is not personal or environmental it has been 
processed in accordance with the Freedom of Information Act 2000 (FoIA). 
Owing to the fact that this authority is applying an exemption to all of the information 
requested, please accept this letter as a refusal notice issued in accordance with 
section 17 of this Act. 
I have investigated your request and the answers to your questions are as follows. 
1) What was the net expenditure for a) all adult social care and b) social care for 
adults aged 18-65 with a learning disability for the following financial years:      
     i. 2007/08 
     ii. 2008/09 
     iii. 2009/10 
     iv. 2010/11; and what were the agreed budget figures for v. 2011/12? 
2) What was the gross expenditure for a) all adult social care and b) social care for 
adults aged 18-65 with a learning disability as percentages of the council’s total 
expenditure for the following financial years:      
     i. 2007/08 
     ii. 2008/09 
     iii. 2009/10 
     iv. 2010/11; and as percentages of the agreed budget figures for v. 2011/12? 
3) How much a) gross and b) net funding for all adult social care has been allocated 
in the 2012/13 draft budget:      
     i) in cash terms 

     ii) as a percentage of the total draft budget? 
4) How much a) gross and b) net funding for social care for adults aged 18-65 with a 
learning disability has been allocated in the 
     2012/13 draft budget:      
     i) in cash terms 
     ii) as a percentage of the total draft budget? 
With regard to questions 1 and 2, details of Nottingham City Council’s budgets and  
expenditure , including Adult Social Care, can be found on the Communities and 
Local Government Department website ( or Telephone : 
0303 444 0000. 
Therefore the information you requested is exempt from disclosure under section 21 
of this act as it already publicly available. 
With regards to questions 3 and 4, the 2012/13 Revenue Account Budget return is 
currently being prepared to be sent to the Communities and Local Government (CLG) 
Department. After CLG have verified the returns, the information will also be available 
on its website.  
Therefore, the information you requested is exempt from disclosure at this time under 
section 22 of this act as it is scheduled to be published in the future. 
As we have relied on section 22 of this act to exempt information we are also required 
to carry out a Public Interest Test as defined in section 2 of this act.  This is a test of 
whether the public interest in withholding the information is greater than in releasing it.  
In this case we feel it is in the best interests of the public that the authority does not 
duplicate work releasing information and does not release information that is in the 
process of being compiled if that disclosure would be misleading and not 
representative, especially where a firm intention to publish the information exists 
following a rigorous checking and verification process.  For these reasons we feel it is 
appropriate in this case to maintain the exemption and withhold the information. 
You may be interested to know that responding to the questions you have raised in 
the enquiry has cost the Authority approximately £94.
