Airport operators are often given special powers, including those relating to the creation of byelaws and the regulation of drone flights. Airport operators may also often have special levels of influence, for example in relation to input to the planning process.

Teesside International Airport Limited's owners include Darlington Borough Council, Durham County Council, Hartlepool Borough Council, Middlesbrough Council, Redcar and Cleveland Borough Council, Stockton-on-Tees Borough Council and Goosepool 2019 Limited. Goosepool 2019 Limited is owned by Tees Valley Combined Authority, Teeside Airport Foundation and one share is owned by Stobart Holdings Limited (part of Stobart Group, now Esken Limited).

If Teesside International Airport Limited was wholly owned by public bodies it would be subject to FOI. It appears however that one of its owners, Goosepool 2019 Limited is not entirely publicly owned as one share in that company is owned by Stobart Holdings Limited, and that share along with shares owned by the Teeside Airport Foundation may take this body out of the scope of FOI.

Both Teesside International Airport Limited and Goosepool 2019 Limited are included within the Group Financial Statements produced by the Tees Valley Combined Authority.^*
