West Midlands Trains is the operator of London Northwestern Railway and West Midlands Railway branded services, which are provided under a franchise agreement [1] with the Department for Transport.

West Midlands Trains isn't subject to Freedom of Information, however we have listed it as we believe the company is subject to the Environmental Information Regulations (EIR).

Railway companies have a number of special powers including powers of detention. See also paragraph 52 to 56 of the ruling in Fish Legal v IC & Ors which considers the type of 'special powers;' that mean a body is subject to EIR.
