Arriva Rail London (ARL) is the operator of 'London Overground' branded services, which are provided under a concession agreement^[1] with Transport for London.

ARL isn't subject to Freedom of Information, however we have listed it as we believe the company is subject to the Environmental Information Regulations (EIR).

Railway companies have a number of special powers including powers of detention. See also paragraph 52 to 56 of the ruling in Fish Legal v IC & Ors which considers the type of 'special powers;' that mean a body is subject to EIR.

You may wish to consider whether the information you seek would actually be held by another body - such as Transport for London or Network Rail and make a request to them instead.
