I have recently noticed that the zebra crossing on Temple Place (by
the junction with Arundel Street) has been converted to a pelican
crossing. Under the Freedom of Information Act, please can you
answer the following questions:

1) What was the aim or purpose of converting this zebra crossing to
a pelican crossing?

2) How many similar conversions - of existing zebra crossings to
pelican crossings - took place in 2006/07 and 2007/08?

3) How many such conversions are planned for 2008/09 and 2009/10?

Regarding your question 1), I can confirm that TfL does not hold this
information. However, we believe that the City of Westminster, as Highway
Authority for the location in question, does hold the information you are
looking for and have transferred your request to them.

1) How many zebra crossings were removed from TfL controlled London
streets during 2006/07 and 2007/08.

Dear Mr Betts

Thank you for your email of 26 January 2009 requesting information on the
purpose of converting the zebra crossing to a Puffin crossing on Temple
Place, outside the Temple LUL station.

On 2 March 2009 the Blackfriars London Underground (LUL) will be closed
for a 24 month period to facilitate the Network Rail Thameslink upgrade
works. It is expected that this closure of the Blackfriars LUL station
will mean increased pedestrian numbers in the vicinity of Temple LUL
station. The existing zebra crossing on Temple Place outside the Temple
Place LUL station, had a relatively poor accident history with seven
reported personal injury accidents in the three year analysis period to 30
April 2007.

Network Rail agreed to improve the crossing as a result of the expected
increased passenger numbers using the Temple LUL station during the
Thameslink upgrade works. With the current flow of pedestrians at peak
times, traffic can be delayed. The new Puffin crossing will mean that
pedestrian flows at peak times can be better managed, which will improve
the traffic flow and create a safer environment for all road users.

Re:Zebra crossings

Thank you for your email received by Transport for London (TfL) on 17
February. You have asked for information about zebra crossings.

Unfortunately, TfL does not routinely record the information you have
requested.

However, I can confirm that our Waking team have one scheme planned next
year to possibly change two zebras to pelicans at the junction of Thurlow
Park Road and Lancaster Avenue. This is necessary because the volume of
traffic on the road means that it is difficult for pedestrians to assert
priority on the zebra.
