Yellow lines at Imperial Road/West Town Lane junction - decision process
Peter Goodwin made this Freedom of Information request to Bristol City Council
The request was successful.
From: Peter Goodwin
26 August 2010
Dear Bristol City Council,
In his public forum Statement to the Hengrove & Stockwood
Neighbourhood Partnership (22nd June), Ald. C. Williams referred to
a request for yellow lines outside his home at this junction,
forwarded to the city Traffic Management Group by Cllr D. Morris.
In the draft minutes (at 6.6/10) of the same meeting, it is
recorded that "A Public Forum Statement was received from Colin
Williams concerning a proposal to install yellow lines at the West
Town Lane/Imperial Road Junction. It was agreed that this scheme
should not be proceeded with."
Could you please provide:
1. The original request from Cllr Morris to the Traffic Management
Group, that Ald. Williams refers to
2. Any record in the Neighbourhood Partnership documentation prior
to 22nd June referring to the need for yellow lines at this
junction.
3. Any other recent (2010) documents referring to the need for
yellow lines at this junction
4. Any record of the 22nd June Neighbourhood Partnership decision
that includes the reasons for the decision (as per the committee's
terms of reference - Access to Information Rules), and/or the names
of councillors agreeing to the decision
5. Any request(s) from Cllr Morris or others, since February to the
Traffic Management group asking that the original recommendation
for yellow lines should be withdrawn
Many thanks
Yours faithfully,
Peter Goodwin

Dear Mr Goodwin,
I refer to your email dated 27 August 2010 regarding the above matter, which has subsequently been forwarded to me for attention.
In response to your request for further information on this matter, I have listed the information below in the same order in which you asked for it.
1. The original request from Cllr Morris to the Traffic Management Group, the Ald. Williams refers to:
Incoming email dated 7 March 2010:
Hi Andrew,
Thank you for your map showing parking restrictions. I have been contacted by a constituent requesting that these are also applied to the junction of Imperial Road and West Town Lane. Imperial Road is used as an overflow car park from the Imperial Ground. Your comments please.
As a Governor of Burnbush School, I have been asked by the Head could we have road signs on Sturminster Road indicating that the school is in the area. It is off the beaten track. The name requested is Burnbush Primary School and Children Centre. Could you please pass this request on to whoever is responsibility for these signs. Thank you.
Regards David
Response dated 23 March 2010:
Dear Councillor Morris,
Thank you for your response dated 7 March 2010 to my consultation regarding the above.
Your request for further parking restrictions at the junction of West Town Lane and Imperial Road is acknowledged, however, it is considered that this junction is too isolated to be addressed as part of the Sturminster Road / Craydon Road parking restriction scheme. Your constituents request will, however, be retained on file for future consideration should a parking restriction scheme be progressed in the area as part of a future Neighbourhood Partnership priority or should a local development require parking restrictions as part of its planning conditions.
In response to your second request regarding the provision of direction signing to Barnbush School from Sturminster Road, I would be happy to investigate the feasibility of such signs. However, I should point out, that should a suitable location for signing be found, the funding of the signs would be need to be identified by the school. I will carry out a site visit and provide you with a quotation to present to the school Governing Board within the next two weeks.
I am sorry I cannot be more helpful in terms of your constituents request for parking restrictions at the junction of Imperial Road and West Town Lane at this time, but trust the content of this email provides you with the information you require to update your constituent. If I can be of any further assistance, please do not hesitate to contact me.
Yours sincerely,

2. Any record in the Neighbourhood Partnership documentation prior to 22 June referring to the need for yellow lines at this junction:
Response: No information in Neighbourhood Partnership documents prior to 22 June 2010
3. Any other recent (2010) documents referring to the need for yellow lines at this junction:
Response: No other requests for waiting restrictions at the junction of West Town Lane / Imperial Road have been received.
4. Any record of the 22nd June Neighbourhood Partnership decision that includes the reasons for the decision and or the names of the councillors agreeing to the decision:
No written information available that includes the reasons for not promoting a waiting restriction scheme at this junction other than that listed in above item number 1. Minutes of the meeting can be found here (See item 6.6/10): http://www.bristol.gov.uk/item/committee...
5. Any requests from Cllr Morris or others, since February to the Traffic Management group asking that the original recommendation for yellow lines should be withdrawn:
No requests received other than that presented by Ald. C. Williams at the Neighbourhood Partnership meeting on 22 June 2010 at South Bristol Sorts Centre.
I trust the above further information is helpful. I should also reiterate that as mentioned by myself at the meeting on 22 June, should a waiting restriction scheme be promoted in the this area in the future as a result of a Neighbourhood Partnerships Works Programme or any other source, all local residents or businesses deemed to be directly affected by any proposal will be consulted from the outset followed by the statutory advertisement process to the wider general public.
